I have spoken to a few of you already about my concern ini changing the zoning of the municipal service center property to residential. I underst~nd this change would not affect the City's ability to use the property in any way, but ii think with a single- family zoning ir~ place, buyers on adjacent residential lots ~ould expect, q~J. te reasonably, that houses comparable to their own would be l~inlt behind them and never suspect any other possibility. I am worried these residents will feel misled. uninformed, and even angry if the City later decides on a p~blic use - be it tennis courts, amphitheater, municipal tree farm or even practice '~fields in the event of a sudden loss of Carter-Crowley. I believe the prevailing negative public opinion and pressure would, in essence, cause the City to lose potential Qses for the site. Until the day Council has decided on the best use of the property, I h~pe you will refrain from changing its zoning. Secondly, and most n~nportantly, ! hope Council will not ch~g~ge the agricultural zoning on parcels owned by the Birdsongs, Watts, and any o~h?r opposed property o~ers. These folks went through the City's zoning processI when building their homes, and though the City may now wish it had required ~F-12 zonJ_ug at that time, I am very ur~comfortable with u~solicited, City-initiated zoning changes with no impending development or nmminent danger to adjacent property o~ers (many of whom also oppose the change). I realize these parcels coulclj~be zoned residential based on current property uses, but I equate their loss of agricultural zoning to telling an American citizen that since he's never voted in an election or doesn't own a gun today, it's 0~i. for the government to take away his right to vote or bear arms in the future. I find this unacceptable, and I hope you will, too. I appreciate Council's sensitivity to disparity among City plans, however current zoning designations may make it difficult to have overnigh$ compliance. Would there be a way to add an 'IVI' ZOD_ing designation for mUrncipallySv~ed property, 'U' for undetermined or undeveloped parcels, and reserve 'A' for t[he few truly agricultural uses that preserve our city's farming heritage? That way, ?esidential would truly mean houses and would carry the assurance of protection (~f homeo~ner investments, not the current whole host of allowed municipal uses (i.e. s~wage treatment plants, fire stations, mnsetnms, etc.). A~ we approach build-out andlare all living, working, and playing in close proximity to one another, the need for greater clarification and more specific uses in zoning districts is warrantee[ Mr. Witt has told me that 99% of cities don't have a municipal zoning designation. I think Coppell is a better place to live than 99% of all cities,~ and so we should join the top 1%!!
