It would appear that the sign was legal at the time of it .. 'mstruction.
If so, it would be a legal nonconforming use.

Update and correction on this chronology
WE RECEIVED A HARD COpy OF THE BILLBOARD PERMIT FROM TXDOT... A PERMIT
WAS ISSUED IN 1985, HOWEVER, THE SIGN WAS EXISTING AT THAT TIME, AND THE
ORIGINAL PERMIT WAS ISSUED ON 8/1/81, WHILE BILLBOARDS WERE STILL LEGAL
IN THE CITY OF COPPELL.. DOES THIS MAKE IT A lEGAL, NON-CONFIRMING USE
AGAIN?

Per your request, the following is the Chronology of the 3illboard Site
and Zoning Sign Ordinances in the City of Coppel! as \1 ,y relate to the
SE Corner of Royal and 635.
. The property in question was annexed into the City of~oppell in 1960
(A-14 )
. Ordinance #193, Adopted on January 23,1979 established a Sign Code
for the City of Coppell. Off-Premise signs were permitted
. Ordinance #287, Adopted on August 1983, prohibited .)ole signs and
off-premise signs.
. TxDOT issued permit #015483 which permitted the Eo: ection of the
billboard in 1985.
Let's discuss further prior to CC meeting on the 8th.
