NOTICE OF PUBLIC HEARING
The Planning and Zoning Commission of the City of Coppell will hold a public hearing on Thursday, the 1 th
day of August, 2006, at 6:30 p.m., in the Coppell Town Center City Council Chambers for consideration of
Case No. S-1234-SF-12, ARK Church, zoning change request from SF-12 (Single Family-12) to S-1234-SF-12
(Special Use Permit-1234-Single Family-12), to allow the construction of a 4,255-square-foot church on
approximately 0.6 acres of property located at 517 Sandy Lake at the southwest comer of Holly Street, at the
request of Ralph Martinez, ROM Architects. All interested citizens of the City of Coppell and other parties of
interest are invited to attend this public hearing and participate in the same. Any citizen of the City or other
party of interest may also express his or her opinion concerning this request by letter addressed to the City of
Coppell Planning Department, 255 Parkway Boulevard, Coppell, TX 75019.

Dear Mr. Steer,
My name is Bill Sieling. My wife, Kathy, and I live at 140 S. Holly, Coppel!. We recently saw the plans for
rezoning and improvement for the property owned by the ARK Church at the corner of S. Holly and Sandy Lake
Rd. While we are all for improvement of that property, we have a couple of concerns and questions.
Our primary concern is the limited amount of parking for the property. 18 spaces may meet the code
requirements for the amount of chairs shown in the proposal but what limits them from bringing in more chairs.
The ARK Church presently parks more than 18 vehicles on their property each Sunday. Our concern is blocking
the ingress and egress to Holly Street for ourselves, neighbors, and emergency equipment, especially as the
church attendance grows. Holly is a narrow street and barely allows two vehicles to pass. Any overflow parking
along Holly Street or maneuvering of vehicles on Holly to allow cars to exit the church property could put us on
Sandy Lake Rd. waiting for room to enter the street while cars are coming at us at 40 miles per hour. We feel that
the number of paved parking spaces should be at least double the amount proposed. This would minimize the
potential for parking along Holly Street. It would also allow the traffic from the church to exit in an orderly fashion
rather than blocking Holly or driving along the sidewalk on Sandy Lake Rd. to maneuver around other cars on
their property as they presently do on occasion.
The second concern or question is minor as it only concerns aesthetics of the proposal. Apparently code requires
22 trees to be on a piece of property that size. The city endorsement of the proposal states that requirement is
already met but that there may be an issue with the placement of one. My question is don't the 22 trees have to
be alive. About a third of the trees presently on the property are dead. Several others along the South property
boundary have been pruned/chopped up in a way to make more room for parking cars but makes them very
unsightly.
Kathy and I are very involved in church work and realize that there are many obstacles that hinder congregations
from carrying out their calling. We do not want to be obstacles. We also realize that ARK Church may not be
called to minister to their immediate neighborhood but we would have much preferred to visit with them personally
before this meeting. We just became too desensitized to our surroundings and didn't notice the "proposed
change" sign.
