Box 478 Coppell, Texas 75019 972-462-0022 April28,1998 Mr. Steve Parsons Fax(972) 931-5455 Dear Steve: re: The Hollows at Northlake Woodlands My letter of April 17, 1998, provided information on the Planning and Zoning Commission's action of April 16. The several numbered items listed were conditions of Commission approval. Therefore, the planning staff cannot change them. The Commission recommendation goes to City Council as voted upon. However, when an applicant revises drawings to reflect a Commission recommendation, staff draws a line through the condition which has been satisfied. In this way, a Council member knows that he or she does not have to include that condition in the motion for Council approval. Based upon our conversation yesterday, staff will not strike through Conditions 1, 3 or 4 because your plans will not reflect that they have been satisfied completely. The second ingress/egress will not have been worked out between the Fire Marshall and the developer; the landscape plan will not show a brick screenwall in the location mentioned; and HOA maintenance of landscaping along the south property line will not have been established. You will have to convince Council that those concerns have been addressed adequately through other means. Since I talked with you, I relayed our conversation to Gary Sieb. As to Conditions 3 and 4, he is not convinced that anything other than what the City ordinarily would required adjacent to a major thoroughfare will suffice. He realizes that you have problems with 40' of utility easements along the south property line, but both of us are unwilling to sacrifice community appearance on that account. Whatever plan you propose needs to provide assurance to the City that the view from Belt Line Road will look good in perpetuity. Obviously P&Z was not convinced with your earlier proposal. We have found in the past that Council is no less concemed. In our opinion, any altemative that you propose to a landscaped 6'-high earthtone brick wall with HOA maintenance will have to be equal to or better than that solution.
