SIZE OF AREA: .72 acres APPLICANT: Southland Corporation 13455 Noel Road Two Galleria Tower, LB 84 Dallas, Texas 75240 (214) 980-8055 HISTORY: Case #S-1013.1 was previously approved by the City Council to allow the operation of a gasoline service station, convenience store and deli-style restaurant in 1986. TRANSPORTATION: Denton Tap is a six-lane divided thoroughfare, recently improved to thoroughfare standards. Sandy Lake Road is projected to be a six-lane divided thoroughfare not yet improved. SURROUNDING LAI~D USE & ZONING: North - C; developed with the Skaggs shopping center East - TC; vacant South - R; developed with an Exxon service station West - C; developed with the Skaggs shopping center COMPREHENSIVE PLAN: Projected for Retail uses ~uNALYS I S: At the Decen~r 21, 1989 meeting, the Planning Commission denied this site plan application and indicated that the proposal needed to more closely follow the S.IJ.P. approval already on record. The applicant has now submitted a revised plan which staff has compared to the original. AS seen by this comparison, the revision calls for a longer building, lesser setbacks, more underground storage, a larger pump island area, and wider driveway widths. The revised plan shows a building elevation which, one could argue, is similar to the one approved earlier. Not shown on the revised plan are telephone locations, air/water station, and location of the monument sign -- all of which will be included at finish-out. It is the charge of the Planning Commission to determine if these revisions meet the spirit of the original, approved plan. If they do, a recommendation for approval is in order. If they do not, then a motion for denial of the revised plan would be appropriate. If we omit the parkways, the total landscaping will be 6,176 square feet (19.62%). The Site Plan shows 19 parking spaces for this project of which 7 exist along the West property line. There was an agree- ment between The Southland Corp. and Connel] Development for these parking spaces on The Southland Corporation's property. Also,the overall Site Plan for the shopping center indicates 71 extra parking spaces. Director of Planning Gary Sieb introduced this item to the Commission. Mr. Sieb gave a brief history regarding this request. He stated that this applicant came before the Commission with a revised site plan back in January. At that time the Commission was concerned with the fact that the revised plan did not specifically track with the earlier plan, which had been approved by the Commission sometime earlier. Mike Irvin of the Southland Corporation was present to represent this item before the Commission. Mr. Irvin stated that they have attempted to make this drawing look as close to the original one as they could. He then introduced Mostafa Setayesh, A1 Rogers and Joe Patty, who were also present to answer any questions. Chairman Munsch opened the public hearing and asked for persons wishing to speak in opposition to this request. There were none. He then asked for persons wishing to speak in favor of the request. Again there were none. The public hearing was then declared closed. Following discussion Commissioner Weaver moved to approve the alteration of a site plan for 7-Eleven/Mobil. Commissioner Redford seconded the motion; motion carried (5-0) with Chairman Munsch and Commissioners Gross, Redford, Scott, and Weaver voting in favor of the motion. The Commission recessed for a short break at this time. PLATTING Item 8: Consider approval of a final plat for Park West Commerce Center, located at the southwest corner of Southwestern Boulevard and Beltline Road, at the request of Prentiss Copley. Chairman Munsch explained that the proper information had not been submitted to City staff for the Park West Commerce Center; therefore, the Commission would need to officially deny this plat.
