Lots 1 & 2, Block A, Minor Plat, to allow the construction of a single-family home on Lot 1 and a two-story office building on Lot 2, on 2.3 acres of property located on the north side of Sandy Lake Road, approximately 600 feet west of Starleaf Road. GOAL(S): EXECUTIVE SUMMARY: The following P&Z condition remains outstanding: 1. Contact Larry Redick (972-323-8917) regarding electric service requirements, 2. The City of Coppell will have no responsibility for maintenance for the floodway or floodplain areas as shown. The maintenance for these areas shall be the sole responsibility of the individual lot owners adjacent to said areas. These areas to remain free of improvements that may obstruct the flow of storm water and protected from potential erosion by the owners. No fences will be allowed in the floodplain along with any other structures as per the City's floodplain ordinance. FINANCIAL COMMENTS: On September 18, 2008, the Planning Commission unanimously recommended approval of this minor plat (5-0), subject to the above-stated condition. Commissioners Frnka, Shute, Haas, Sangerhausen, and Kittrell voted in favor, none opposed. Sandy Lake Road is a C4D four-lane, concrete, divided, improved roadway with median contained within an approximate 90 foot right-of-way. Joseph retirement community; PD-114R-SF-7 East-Single-family residences; SF-12 West-Vacant; SF-12 COMPREHENSIVE PLAN: The Comprehensive Plan, as amended, shows this land to be suitable for neighborhood retail uses (which includes office). DISCUSSION: As a companion piece to the zoning change discussed earlier, this minor plat basically legally delineates the applicant's request to develop the property with the requested uses and warrants approval subject to some minor conditions. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this minor plat with the following conditions: 1. Contact Larry Redick (972-323-8917) regarding electric service requirements. 2. Label the base flood elevation on the flood plain. ALTERNATIVES: 1. Recommend approval of the request 2.
