When we moved here it was a quiet and peaceful neighborhood. Since 1980 the neighborhood has had to endure the church erecting a chain link fence around their property to keep "us" out, build what I can best describe as a warehouse and build a baseball field, just to name a few things. I go out my front door and the view is not very pleasing, not to mention the noise and the traffic problems the baseball field has generated. For years we have put up with cars parking in front of our house causing our quests having to park houses away from ours, trash left in our yard by the baseball players, the constant ringing of metal baseball bats for hours at a time and baseballs hit into our yard and left there. At times we have had to tolerate car lights shining into our house because the game isn't over after dark. We have previously asked the church if the baseball players could please park their cars in the church parking lot because we were having guests over and we were told the baseball players are not church members and they have no control over where they park. Since it appears there are no laws being violated I can only tolerate these irritations and inconveniences. I feel what the church has done since we have moved here has caused our property not to be very appealing to a potential buyer and I am weary of the church doing whatever they want to without regard to how it affects the neighborhood or the people that live here. I feel this tower and building will bring down the aesthetic and monetary value of our property even more. Would anyone of you approve this tower if it were to be across the street from your house? I still feel that the cell phone tower should not be allowed in the middle of a residential area. Regardless of how safe the carrier says these towers are there has been no long term independent studies of the health and safety of the EMF radiation emitted from these towers to prove or disprove any adverse health consequences. Studies thus far have indicated they emit no more radiation than a microwave oven does. However, I don't run my microwave oven constantly and I don't think anyone else does either. Heath and safety concerns, real or imagined, could impact the resale value of our property. I also feel it is a good possibility this tower will interfere, at least periodically, with our cordless devices in our homes. And I don't think the FCC will act on just a few complaints. The clutter across the street is still there and I do see some code yiolations. I hope that the Building Inspection department will draw these violations to the attention of the church and some improvement will be shown in the near future. I personally don't understand why things can't be picked up and put up out of sight when they are not in use. I don't leave "things" in full view in my yard and I don't expect anyone else to. I have a difficult time understanding why the base ball field can be meticulously cared for by watering and mowing on a regular basis, but the area between the fence and street is not. Apparently this area is not watered, only mowed periodically and not edged or trimmed so grass grows down the curb into the street. I know it is an impossible dream to wish that everyone would take pride in how their property looks, but frankly, I am embarrassed by the way it looks and I think it should also be an embarrassment to the church, the City of Coppell and the "Keep Coppell Beautiful" slogan. Regardless of my embarrassment, my greatest concern is the parking on Woodhurst during a game or practice. And it simply isn't that it irritates me that my occasional guest(s) are not able to park in front of my house or there have been people that have treated me rudely when I have gone to get my mail. And it isn't that I have to periodically retrieve dinner bags from my yard or that I have to pick up a baseball and walk across the street to return it. My concern is that Woodhurst is a busy street, especially week days in the afternoon and evening. Woodhurst at Heartz is a main entrance and exit to this neighborhood. I was concerned that a fire truck may not have been able to get through since only one car can travel up or down the street when cars are parked on both sides of the street. The "No Parking" signs have now been replaced on the north side of the street and that hopefully will solve one concern of mine, but I still have a concern with the cars parking on the south side of the street. The children that come in these cars cross the street to get to the ball field and I feel this is a potentially dangerous situation. It would be a tragedy if a child was hit by a vehicle. That scenario, of course, is totally unacceptable. But, the only ones that can do anything about this situation are the church and/or the league. I feel they should simply insist that parking should be in the church parking lot for safety reasons. I feel that over the years there have been variances given to the church that has impacted our neighborhood in a negative manner and has caused inconveniences to the property owners in this neighborhood. I don't have a problem with the church building what ever buildings they may want or need and I don't think anyone else in the neighborhood does either. I just feel the building(s) should have a similar design that the other buildings have in this area- namely a pitched roof without utility equipment in plain view on the roof. I don't have a problem with base ball and I don't have a problem with anyone playing baseball across the street from me. If the metal base ball bat noise gets to be too much for me, I can get a pair of ear plugs. I just wish that when the variance was given to change this area from personal recreation use to public use there would have been a little bit more thought given as to what impact the additional traffic would have on this area. And I certainly don't have a problem with a bell tower on a church; I just have a concern on what impact the cell tower could have on the resale value of the homes in this area. Planning and Zoning is the first line of defense in keeping the integrity, aesthetics and safety of our city and neighborhoods. Just because there aren't any negative responses returned to a variance request doesn't mean it is the right thing to recommend for approval. Nor should the people who are going to financially benefit from these variances have undue influence on your decision. I just wish some more homework would have been done in some instances before some of these variances were recommended and approved.
