FINANCIAL COMMENTS: RECOMMENDED ACTION: On October 16, 2008, the Planning Commission unanimously recommended approval of this site plan amendment (7-0), subject to the above-stated conditions. Commissioners Frnka, Shute, Jett, Haas, Sangerhausen, Kittrell and Shipley voted in favor, none opposed. Staff recommended APPROVAL. Louisiana Street McKinney, Texas 75069 Phone: 972-562-4409 Fax: 972-562-4471 In 2001, Council approved a site plan and minor plat to allow the development of the existing 3,800 square foot office/warehouse on 0.773 acres of property fronting Coppell Road. Coppell Road is a two-lane concrete collector (C2U) street built within a 50-foot right-of-way. ITEM # 8 Page 1 of 3 SURROUNDING LAND USE & ZONING: North - undeveloped; LI (Light Industrial) South - Electric Switching Station; LI (Light Industrial) East - Village at cottonwood Creek #5; SF-7 (Single Family-7) West - undeveloped; LI (Light Industrial) COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for light industrial and showroom uses. DISCUSSION: This request is to allow for the construction of two storage structures totaling 5,975 square feet to the rear (west) of the existing 3,750-square- foot building approved and constructed in 2001. These structures will match the existing in materials and color (reddish brown brick with a green standing seam roof). The original site was approximately eight acres and the additional acreage is approximately seven acres to the rear. Staff has no objections to the proposed storage buildings, as they are located behind the existing building and will "clean up" the random equipment and building materials lying in the rear yard. The existing parking lot in the rear is proposed to be extended approximately 40 feet to the west and 20 feet to the south, allowing sufficient room for a fire lane turn-around, nine additional parking spaces and access to the front of the proposed 3,500-square-foot storage structure. Even though the Light Industrial District of the Zoning Ordinance allows for any tree located within the proposed building footprint to be removed without any retribution fee, the applicant has designed the storage facilities in a manner to preseNe as many large trees as possible. A grass-crete material is proposed to be used for the drives west of the proposed paving, meandering between the large trees. This will allow water to peculate through, help the sUNivability of the trees, and provide a softer appearance than an expansive amount of paving would. The applicant is proposing a water collection/irrigation system (Outer Structure B) with a biological filtration process with aquatic plants (labeled as Outer Structure A). These structures are only two feet-3 feet high with the collection structure extending approximately four feet below grade. These will need to be depicted on the final elevations with the materials and colors labeled. A new monument sign is proposed and will be incorporated into a fountain design. The materials consist of a light brown "sandstone" color stone for the fountain and a light grey cast stone with black etched lettering for the sign. The existing pond behind the proposed sign is proposed to be expanded, and details for this are also needed on the elevation sheet. All and all, staff is in support of this site plan amendment ITEM # 8 Page 2 of 3 subject to more details being shown on the elevation sheets. The applicant should be commended for saving as many large trees as possible and for the "green" irrigation system proposed. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of Magnolia Fisheries Site Plan Amendment subject to the following conditions: 1. Include elevations of the proposed fountain display pond and Outer Structures A & B with the materials and colors labeled. 2. Relabel "Outer Structures A & B" to "Water Filtration" and "Water Collection structures", respectively. 3. Contact Larry Redick at 972-323-891 7 to discuss electric service requirements. ALTERNATIVES: 1. Recommend approval of the request 2. Recommend disapproval of the request 3. Recommend modification of the request 4.
