NOTICE OF PUBLIC HEARING
The Planning and Zoning Commission of the City of Coppell will hold a public hearing on
Thursday, the 20th day of November, 2008, at 6:30 p.m., in the Coppell Town Center City Council
Chambers for consideration of Case No. ZC-623. East Bethel Road, zoning change request from
R (Retail) to SF-12 (Single Family-12) to allow the construction of a single-family home on 0.6278
acres of property located on the north side of Bethel Road, approximately 315 feet east of
Denton Tap Road, at the request of Timothy Pletta, being represented by Mari Bailey, Michael
R. COKER Company. All interested citizens of the City of Cop pel I and other parties of interest
are invited to attend this public hearing and participate in the same. Any citizen of the City or
other party of interest may also express his or her opinion concerning this request by letter
addressed to the City of Coppell Planning Department, 255 Parkway Boulevard, Coppell, TX
75019.

My concerns are the following:
1. The property in question is bordered on its north and east sides by Grapevine Creek and one
of its tributaries (see attached FEMA map) and thus is partly in the flood plain of Grapevine Creek
and its tributary. Any such construction violates FEMA and City of Coppell Flood Plain
Ordinances.
2. Part of the property in question is classified by FEMA as "lONE AE" which is a 100-year flood
hazard zone (see attached FEMA map and FIRM Fact Sheet No.3). In this environment, the
proposed construction will drastically increase the runoff characteristics around this area, thus
increasing the risk of flood damage to any down stream property, including mine, and in all
probability cause future flood insurance to be more expensive or be impossible to obtain in the
future for the downstream residents.
3. The "single family home" will actually be an office for himself and a garage for his cars, per
previous conversations with me, so I recommend that you require Mr. Pletta to define the nature
of the construction to be performed on this site. Mr. Pletta already has a residence at 150 East
Bethel Road.
