NOTICE OF PUBLIC HEARING
The Planning and Zoning Commission of the City of Coppeli will hold a public hearing
on Thursday, the 19th day of February, 2009, at 6:30 p.m., in the Coppell Town Center
City Council Chambers for consideration of Case No. PD-217R-C, DoaQie's
Wonderland, zoning change request from PD-217-C (Planned Development-217-
Commercial) to PD-217R-C (Planned Development-217 Revised-Commercial) to
expand the detail site plan to allow an increase in the outdoor play area on 1.042
acres of property located at 120 E. Bethel School Road at the request of Philip Kao,
TKL Real Estate Investment, Inc. All interested citizens of the City of Coppell and other
parties of interest are invited to attend this public hearing and participate in the
same. Any citizen of the City or other party of interest may also express his or her
opinion concerning this request by letter addressed to the City of Coppell Planning
Department, 255 Parkway Boulevard, Coppell, TX 75019.

Penny and I are writing you in reference to Case No. PD-217R-C, Doggie's
Wonderland. Per the recent notice received by mail from the City of Coppell,
we understand that Doggie's Wonderland has filed a request with the City for
a zoning change from PD-217-C (Planned Development-217-Commercial) to
PD-217R-C (Pianned Development-217 Revised-Commerciai) to expand the
detail site plan to ailow an increase in the outdoor play area on its 1.042
acres of property located at 120 E. Bethel School Road.
We would like to have registered for the public records our opposition to this
zoning change request. We will attempt in the following to communicate our
reasons for opposing Doggie's Wonderland request for a zoning change.
1. Our house is located on the west side of Lakewood Court, third from
the corner of Lakewood Court and Vanbebber Street. The distance of
our house from the present, north property line of Doggie's
Wonderiand is approximately 100 yards.
2. During Doggie's Wonderland's hours of operations, while the dogs that
are being boarded, provided daycare and/or being trained are
outdoors in the existing piay area, there is continuous barking which
we fully understand is a natural tendency for dogs. However, when
muitipie dogs are outside the facility, the barking gets quite loud and
annoying.
3. We, as well as many of our neighbors, have pet dogs. When we let
our dogs out in our respective back yards, they hear the dogs barking
that are being kept at Doggie's Wonderland. You can only guess what
happens next our's and the neighbors' dogs begin to bark. The
barking only intensifies almost as though there is a competition
between the neighborhood and Doggie's Wonderiand.
Penny and i fully support the "free enterprise" system and believe that
commercial business operators should be ailowed the opportunity to grow
their business and to be successful. But when outdoor noise (ie: excessive
dog barking) caused by a business becomes a nuisance to nearby and
neighboring homeowners, then this becomes the exception.
We feel that the exterior play area of Doggie's Wonderland present
operations should be kept within its existing boundaries. By granting
Doggie's Wonderland permission to expand their outdoor play area north,
pushing it out further to near the curb area of Vanbebber Street, does
nothing more than to intensify the noise factor by bringing it even closer to
our houses on Lakewood Court across from Vanbebber Street.
If upon review of this case, the Planning and Zoning Commission decides to
grant approval to this expansion, then we respectfully request that strong
enforcement of the current hours of outside play be monitored by the City of
Doggie's Wonderland's operations. It is our understanding that the dogs are
not allowed outside of the facility on weekdays prior to 7:30 a.m., and on
weekends prior to 9:00 a.m. In the evening, 7-days a week, the last time
period for which the dogs are allowed access to the outside play area is
between 8:00 and 8:30 p.m.
Again, should this zoning case pass, these hours need to be strictiy enforced
by the City. If nothing else, this shows common courtesy to the neighboring
homeowners through limiting Doggie's Wonderland's hours of operations
specific to use of its exterior play area.
Again, we respectfully ask and strongly request that the Planning and Zoning
Commission deny Doggie's Wonderland's zoning change request. Thank you
and the Commission for your time, consideration and service.
