Dear Mr. Thornton:
Per our meeting on December 22,2008, let this letter serve to confirm the staffs general support
for the proposed rezoning and replatting of Point West I to allow approximately 344 additional
parking spaces to accommodate a proposed tenant for the entire 182,700 square foot building at
the above location. As presented to the Coppell Economic Development Committee, this
proposed tenant will create a minimum of 750 jobs, with an average salary $45,000, which
should have a positive economic impact on our local economy.
As discussed, a public hearing process is required to amend the existing zoning (PD-221R-HC)
to expand the Detail Site Plan on the subject property to incorporate the 3.43 acres for the
additional parking and required landscaping. This expansion will also affect the approved
Concept Plan on the property abutting to the west by reducing the size of the proposed office
development on this tract. This property (Lot 3, Block C of the Duke Leslie Addition) must also
be re-platted to incorporate undeveloped and unplatted property. The existing and proposed
drainage, utilities and easements will be reviewed as part of this replat.
This PD Amendment (rezoning) and the replatting will generally be technical in nature and may
be processed simultaneously through the public hearing process. The next submission deadline
is January 20, 2009 for a February 19th Planning and Zoning Commission public hearing and
Council consideration on March loth.
Understanding that timing may be an issue with the construction of the parking area, attached is
an executable Hold Harmless Agreement which would allow the construction of this parking lot
prior to formal approval by the City Council. If you are willing to assume this risk prior to
Council approval, please execute the enclosed Agreement, have it notarized, and return one fully
executed original to me prior to commencing work.

HOLD HARMLESS AGREEMENT
The owners of Lot 3, Block C of the Duke Leslie Addition, property known
as 1525 S. Belt Line Road, Coppell, Texas understands and acknowledges that
construction of any improvements for additional parking and landscaping on the
approximately 3.43 acres of land abutting the subject property to the west, prior to
re-platting and rezoning approval by the City of Coppell, is at their own risk.
Furthermore, the owners shall hold the City ofCoppell harmless should any
changes be required during the replattinglrezoning of the above mentioned property
that would require owners to remove and/or replace any improvements installed
prior to re-platting/rezoning approval will be at the sole cost of the owners.
