Traffic: Bethel School Road is the sole eastern entrance and exit for a significant number of single and multi-family residences, As such, the street has heavy automobile traffic, The traffic is particularly congested in the morning hours as cars leave these neighborhoods for school and work, Any entrance to or exit from the proposed development will add to this congestion, Additionally, given the common traffic backups to the west of Denton Tap Road in the morning hours, an exit from the development on Bethel School Road may pose a threat to traffic safety as the traffic backup would often block such an exit. Notwithstanding these concerns, I am not opposed to an entrance to the proposed development from Bethel School Road, as long as it is designed in a manner to prevent vehicle exits. (I have noted a one-way entrance to a neighborhood near CMS North from the 121 frontage road). Drainage: Grapevine Creek, which borders the western edge of the development is inadequate to contain additional storm runoff from the proposed development. Significant erosion problems already exist in the creek. Additional storm runoff from the proposed development would exacerbate this problem. My property borders Grapevine Creek. I have lost a number of mature trees on the creek bank: as a result of storm drainage induced erosion. An examination of the creek makes it evident that this erosion is recent and is the result of continued development in areas that drain into the creek. (Note that I raised my concerns about stream erosion with the City Engineer's Office in 2006-07 upon becoming aware of the deteriorating stream bank conditions, In 2007, upon receiving approval from the City Engineer's Office, I installed a 150-foot retaining wall to contain the erosion problem on a portion of my property, This was done at a personal expense of approximately $14,000.) RECEIVED Mt},R 1 8 2009 PLANNING DEPARTMENT . To demonstrate the erosion problem that currently exists, I have included a number of photos before and after the installation of the retaining wall. Following is a description of these photos: Photo 1: Shows the amount of erosion to the floor of the stream since construction of the bridge over Bethel School Road (photo is of the south side of the road looking north). "A" demonstrates that approximately four feet of the stream floor has eroded in the period since the bridge was built. "B" in the photo shows exposed wire/cable conduits that presumably were initially buried and are now exposed as a result of continued erOSIon, Photo 2: Shows the considerable erosion to the stream bank looking to the south from the bridge on Bethel School Road. "A" again highlights the exposed conduit from photo 1 as well as exposed tree roots and significant wash out of the stream bank. Photo 3: Shows the extent of the stream bank erosion since construction of the bridge (from the south side of the bridge). "A" highlights that several feet of soil have eroded from the level that existed when the bridge was installed. Photo 4: Shows additional erosion near the street level (looking north at the sidewalk from the south side of the bridge), Photos 5 and 6: Show the retaining wall described above (looking south from the south side of the bridge). Any additional drainage from the proposed development into Grapevine Creek will worsen the erosion already evident in the creek. This will lead to the destruction of additional trees and vegetation that provide an import visual barrier for the homes on Plantation and Wales Court that back up to the creek to the developments that face Denton Tap Road. Prior to approval of the proposed development, the city should commission a study to evaluate the impact of drainage on Grapevine Creek. Resident of Wynnpage Estates Re: Planned Development of Red Hawk Sub-division SENT VIA FAX: 972-304-7092 Dear Commission Members, I am concerned regarding the plan for keeping a barrier of trees between the two developments. Mr. Holmes was kind enough to present the current plan to the residents of Wynnpage Estates and Plantation on 17MAR. The 'tree plan' clearly shows the intention to remove all trees on the north side of the property, which is the south side of Wynnpage. . When asked, Mr. Holmes advised that a final decision has not been made regarding the plan for a natural barrier as yet. Although he would 'try' to keep a barrier in place. he would not make a commitment to the request I was also advised it is intended to be the decision of each lot buyer as to whether or not the trees would remain. By leaving up to the buyer at time of purchase, there is the potential result of alternate lots with and without trees. This would further impact the aesthetics of both neighborhoods. I am aware the trees under consideration are primarily brush trees, with a few other types (Le. Bradford Pears) that have been growing for years, However, these are native trees to the area, will provide the desired barrier, and will keep greenery in Coppell for the majority of the year. I would like to remind, or advise, the Committee that the developer to the north of Wynnpage cleared his land leaving an approximate ten foot natural barrier between the two developments. The result is at least some privacy to the residents as well as a pleasing landscape. It is my request that if approval is granted for the Red Hawk Project, that a criteria for development will include the remainder at least a ten foot natural barrier between the two areas. Also, if the new buyer decides to remove trees after move-in, I would like there to be some type of stipulation allowing the homeowner of the opposite property in Wynnpage have a say in the tree selection and that a minimum barrier be set at five feet at the northernmost part of the property. In addition to ensuring a 'balance' between the north and south sides of Wynnpage, it will provide privacy to those in Red Hawk as well as maintain some element of privacy to the south-side residents of Wynnpage. Significant erosion problems already exist in the creek. Additional storm runoff from the proposed development would exacerbate this problem. My property borders Grapevine Creek, I have lost a number of mature trees on the creek bank as a result of storm drainage induced erosion. An examination of the creek makes it evident that this erosion is recent and is the result of continued development in areas that drain into the creek. (Note that I raised my concerns about stream erosion with the City Engineer's Office in 2006-07 upon becoming aware of the deteriorating stream bank conditions. In 2007, upon receiving approval from the City Engineer's Office, I installed a 150-foot retaining wall to contain the erosion problem on a portion of my property.
