Dem' Taryon:
In connection with the above request, we need to place on the agenda the
applicant's request for a permit to be allowed an on--site management residence in
eonneetion with the specific mini-warehouse. We should note in the request that the
applicant states that the on--site management residence would be subordinate to and
serve the mini-warehouse use, subordinate in area, extent, or purpose to the mini-
warehouse use, would contribute to the comfort, convenience, and necessity of oeeupants
and users of the mini-warehouse, and located in the mini-warehouse building in such a
way as not to give the appearance of a residence.
This will not be a true variance, but will be a specific finding on the part of
the City Council that in this partieular ease and I~sed upon this specific fact situation,
the on-site management residence complies ~ an accessory use ~s defined in the Zoning
Ordinance.
The granting of this permit would not be a specific finding on the part of the
City Council that any mini-warehouse would be entitled to an on-site management
residence, ~s each would have to be considered on its own merits.

Advantage Self-Storage:
This item was previously heard by the City Council on April Z6, 1988, to determine
whether an on-site management residence is allowed as an accessory use to the
primary use of a mini-warehouse storage facility. During that meeting, it was
the concensus of the City Council to limit this type of request to the current
applicant only, as opposed to a broad over-all approval for all mini-warehouse
storage facilities.
The attached submission is a specific request for the Advantage Self-Storage
facility located at the southeast corner of Denton Tap Road and the St. Louis
and Southwestern Railroad, and would not be a blanket approval for all
mini-warehouse facilities.
Staff recommends approval of a permit to allow an on-site management residence
as an accessory use. The attached memos from the Fire and Public Works
Departments offer concerns for safety, security and maintenance reasons.

In response to your inquiry, I ~ following opinion/recommendation concerning
~he subject:
This department finds it desirable to permit on-premise residency of a manager of a
self-storage facility. An on-premise resident renders a more secure property and in
the event of an emergency, ingress to the property is much easier to facilitate.

RE: Request for On-site Management at Mini Warehouse
The following is offered from the Department of Public Works
concerning the above referenced item.
Staff has no objection to on-site management at the mini warehouse
facility referred to as Advantage Self Storage on Denton Tap Road.
Existing on the site when platted were two utilities which loop
the property and tie into the utilities on North Lake Drive, east
of the mini warehouse facility. The City of Coppell is responsible
for the maintenance of these utilities and with management at the
location, city forces can be assured of ingress/egress without
cutting the lock, damaging the gate or trying to locate the key
at the Fire Station. Also, there are privately owned utilities
on-site with fire hydrant connections. If management is present,
this would enable a more efficient operation for on-site maintenance
by owner.

seconded the motion; motion carried 5-0 with Mayor Pro Tem Wilkerson,
Councilmen Morton, Smothermon, Wolfe and Nelson voting in favor of the
motion.
Item 12: Consider authorizing an on-site management residence as an
accessory use, in connection with the Advantage Self-
Storage Warehouse facility located at the southeast corner
of Denton Tap Road and the St. Louis and Southwestern
Railroad.
Date of P&Z Meeting: N/A
Decision of P&Z Commission:
Following discussion City Attorney Larry Jackson stated this is a
finding of the Council in this specific case only. Tom Yarbrough,
representing the applicant, answered questions of the Council. Mayor
Duggan requested staff to check into the legality of rental trucks.
Following further discussion Councilman Wolfe moved to approve an
on-site management residence as an accessory use, in connection with
the Advantage Self-Storage Warehouse facility located at the southeast
corner of Denton Tap Road and the St. Louis and Southwestern Railroad.
Councilman Nelson seconded the motion; motion failed 3-2 with Mayor
Pro Tem Wilkerson, Councilmen Wolfe and Nelson voting in favor of the
motion and Councilmen Morton and Smothermon voting against the morion.
The applicant was informed that he could re-apply before the full
Council.
Item 13: Consider approval of a final plat for Channel Pointe
Addition, located at the southwest c~ner of Parkway
Boulevard and MacArthur Boulevard, at the request of Argus
Properties.
Date of P&Z Meeting: May 19, 1988
Decision of P&Z Commission: Approval (7-0)
Planning and Zoning Coordinator Taryon Bowman made the presentation to
the Council. Don Peebles, representing the applicant, was also
present to answer questions of the Council. Following discussion
Councilman Wolfe moved to approve the final plat for Channel Pointe
Addition, located at the southwest corner of Parkway Boulevard and
MacArthur Boulevard, at the request of Argus Properties with variances
as indicated on the plat. (Variance requested on 20' building line to
15' building line as shown on plat. Where 15' building line is shown
on blocks 1 and 3 on plat, all garages shall be 20' from the front
property line. Lot 1, Block 2, front entry access requested. Lot 14,
Block 2 - 18" RCP lies under drive approach located within 15'
drainage easement). Councilman Morton seconded the motion; motion
carried 5-0 with Mayor Pro Tem Wilkerson, Councilmen Morton,
Smothermon, Wolfe and Nelson voting in favor of the motion.
Item 14: Discussion, consideration, and approval of a variance from
Section 9-7-1A of the Code of Ordinances which concerns a
metal canopy for an Exxon gasoline service station located
at the southwest corner of Beltline and MacArthur and an
Exxon gasoline service station located at the southwest
corner of Sandy Lake and Denton Tap.
Chief Building Official Dale Jackson made the presentation to the
Council. Rodger Finholt, representing the applicant, also made a
presentation to the Council. Following discussion Councilman Morton
moved to deny without prejudice the req,~est for a variance from
