F-2121 i TBPLS NO, F-10043100 RE: Samaritan's Purse Planned Development and Site Plan Samaritan's Purse Fellowship Addition, Lot 1 Block A SEI Project No. 18-111 Dear Ms. Paron-Boswell: Please accept this letter as formal request for a variance to the City of Coppell's Tree Mitigation ordinance by waiving the $70,060.00 due to be contributed to the City of Coppell Reforestation and Natural Areas Fund from this project. The proposed project is an approximate 85,000 square foot building that will be owned and operated by Samaritan's Purse, a 501(c)(3) tax-exempt domestic and international relief organization based in Boone, North Carolina. Samaritan's Purse will use the building as a staging location for Operation Christmas Child, an annual collection drive that gathers shoe boxes full of Christmas gifts from all over the United States and ships them internationally to children in less fortunate areas of the world. This location will be a hub for volunteers from all over the country to come to in late November to assist in packing, preparing, and shipping these Christmas gift boxes all over the world. Further, this facility will be the headquarters and staging ground for North American Ministries, a domestic disaster relief group that deploys to areas impacted by natural disasters. Our request for a waiver of mitigation fees is based upon our assertion that the user of the proposed property meets the spirit and intent of the ordinance's definition of a church. Per Sec. 12-34-2-6A of the Coppell Code of Ordinances, churches are not required to provide mitigation fees assuming that no specimen or historic trees are eliminated, and 5% of total canopy inches are preserved.
