P&Z Action PD-285R-C Andy's September 21, 2018 Stephen McGuirk Vice President, Entitlements Leon Capital Group 3500 Maple Avenue, Suite 1600 Dallas, TX 75219 RE: PD-285R2-C, Andy’s Frozen Custard Dear Mr. McGuirk, This letter is to inform you that PD-285R2-C, Andy’s Frozen Custard, to attach a Detail Site Plan for a 1,160 sq. ft. drive-through and walk up restaurant, with no indoor seating, on 1.21 acres of property located on Sandy Lake Road, west of Denton Tap (180 W. Sandy Lake), was recommended for approval by the Coppell Planning & Zoning Commission (7-0) on Thursday, September 20, 2018, subject the following conditions: 1. PD Conditions a. Allowing for glass exceeding 50% of the front façade of the building b. Allowing for the refacing of the existing monument sign which does not meet the current setback requirements c. Allowing for a window sign d. Allowing for a fully shielded indirect facia lighting, if grey/silver in color. e. Approval of a Landscape Plan which provides allows the deficiency in the perimeter landscaping on the east and north property lines to be compensated along the west property line. 2. This property will need to be replatted to provide necessary easements. 3. Additional comments will be generated at the time of Detail Engineering review and Building permit review. 4. Site Plan Revisions, drafting errors and clarifications: a. Revise the three parking spaces north of the building to be western facing. b. Modify the building elevations to include a cladding of the canopy poles with similar material and height of the Leuders stone on the building. c. More clearly define the fire lane and relabel to “fire lane/mutual access easement”. d. Rectify landscape calculations discrepancies. e. Verify location of 6 trees along west property line. f. Revise the notation that reads 15’ landscape and sign setback to delete the word “sign”. g. Provide additional specifications on the attached and monument signs in terms of materials, lighting source, etc. h. Delete the utilities and topography from the Site Plan, and include all existing and proposed easements The date scheduled for consideration by the Coppell City Council is Tuesday, October 9, 2018, at 7:30 p.m. A representative for this case must be present at this meeting, which will be held in Council Chambers at City Hall. Failure to represent this item may result in the denial of this application. City Council has instructed staff to include in its agenda packets only those items that accurately reflect the conditions as recommended by the Planning & Zoning Commission. Therefore, please submit to the Planning Department two (2) 24”x36” copies of the revised plans reflecting the above-stated conditions on or before 12 noon, Wednesday, September 26, 2018.
