Marcie,
I just wanted to pass along some of my thoughts from the attempt CISD made when they realized they had made no
attempt at communicating to the 95 homeowners near CMSE. I had brought to the CISD superintendent the issue that
they had not included the 95 homes in this planning and it should have been done prior to the P&Z. Last night it was
brought up that we rec'd. the letter prior to the meeting, but not brought up that it was a week prior to the 12/21
meeting which was also just 4 days before Christmas.
I was offended that the discussion they advertised was by writing questions on cards and then they "filtered" those. We
had several from our group whose questions were not read.
I also think that most citizens in Coppell were unaware that $1.5 million from the City's half cent sales tax goes to fund
these middle school fields. The CISD's 2016 project spreadsheet on this bond reflects a "track and turf" renovation at a
cost of $3.5 million. However, last night they informed those attending that CISD had put in $2.5 million and the City the
$1.5 million for a total of $4 million. All of this is very confusing when you start looking for these documents to try and
understand and then try to match it up with what we were told last night. They seemed a bit uncomfortable as they
answered financial questions. It used to be years ago that the half cent sales tax went to pay for CISD to keep its literacy
teachers, educational needs, etc....not an athletic field. Also, it seems that the City then wants to lease these fields out
to regain some of those tax dollars. These contracts should be something we, the voters, are made aware of if they are
going to affect in any way affect the dollar amount of the bond packages we are asked to pass.
I read an article in the Morning News about Coppell's half cent sales tax and how it helps with projects in the community
(like the recent reno of the library which is great), several parks projects, etc. The article never mentioned giving $1.5
million towards CISD's middle school athletic field. The article does mention how the City uses this tax to improve the
quality of life for citizens. I do not see how, in this particular project, that the quality of 95 homes is being
improved...just the opposite. It will be made worse on a daily basis if the City contract for this particular campus is not
cancelled.
I know that the P&Z is only concerned w/zoning and perhaps the items I've mentioned are more appropriate for the City
Council, but my frustration (and so many others) needs a voice. Because you have been so kind and helpful...I wanted to
vent that frustration with a heart that seems to care and listen. I have no problem with you sharing this with the
commissioners. Whatever you feel needs to be heard is why I'm getting these thoughts off my heart.
