Fire Tim Oates 12/27/2018 Overall:
1. Name of the street is Northwestern.
2. Fire lane at the NW area of site plan does not appear to
function - provide turn template exhibit.
3. Fire lane radii are 30-ft inside, 54-ft outside.
4. Show proposed fire hydrants and FDC's on site plan.
5. Water lines (fire hydrants) and fire lanes are required to be
installed prior to QT construction. Fire lane off SH121 will be
required.
6. Fire hydrants required every 300lf along fire lane easement.
Detail QT site:
1. Buildings over 5,000sf are required to be equipped with an
automatic fire sprinkler system - canopy square footage is
considered building if Type V construction type is used.
2. Fire lane shall be entire width of driveways, then 24ft at first
drive aisle.
3. Fire hydrant being relocated at the driveway off N Freeport -
where?
4. Fuel tank vents shall be incorporated into the canopy, not
freestanding.
Parks John Elias 12/27/2018 A tree removal permit will be required prior the removal of any
trees from the property.

ORIENTATION – IT WOULD BE ALSO HELPFUL TO HAVE THE
QT PLANS ORIENTED IN A SIMILAR MANNER.
B. Provide a detail list of the revisions that were made to this
submittal to address the P&Z and Staff Comments.
C. Staff cannot support the variances for P&Z Detail Site Plan
approval as the specified purpose of requiring SUP’s for drive
through restaurants, gas stations and hotels is to allow City
Council, after recommendation by the Planning and Zoning

Commission, to determine the appropriateness of the use, its
character and impact on surrounding properties.
Concept Site Plan
1. Add a detail list of requested variances to the Zoning
Ordinance, the HC District regulations and the Landscape
Ordinance
2. Delete the notes referring to P&Z approval of Detail Plan.
3. All fire lanes need to be labeled fire lane and mutual
access easements.
4. Include the phasing of development to ensure the entire
fire lane serving this tract is built with this lot.
5. Where are the monument signs proposed to be located –
if they are the unlabeled crescent shaped elements on the
plan, then the would require several variances to the Sign
Ordinance in terms of number of signs, placement and size,
etc.
6. Need additional detail on the patio/decorative paving area,
if this is an amenity, why is the reduction in the landscape
buffer between Tracts B and D being requested?
7. Loading Areas (minimum of 12 by 30 feet) will be required
for the multi-tenant building, the hotel as well as the office
building
8. Tract C - Need additional detail on the proposed 4 story
office – does that include at grade, below or above grade
structured parking? Note # of parking spaces that are
structured and unstructured.
a. Include the maximum height of the building.
9. Tract D – Hotel – this will require SUP or PD amendment
to be approved by City Council.
a. What is the proposed square footage.. 12,000 or 14, 333
square feet?
10. HC District and Freeway Special District Land Use
Designation encourages a greater setback (30-50 feet) along
these major thoroughfares.
Exhibits L2, L-3 and L-4 - Landscape Plan and Tables
1. Re-orient and re-scale the Landscape Plan to match the
Concept Site Plan.
2. Some variations to the amount of landscaping per lot
could potentially be justified if compensated with overall design
and amenity package and the minimum of 30% of each lot to
be landscaped areas is achieved. As presented, it is not
acceptable.
a. Note that the non-vehicular calculation is net of the
provided perimeter and interior landscaped areas.
b. Perimeter landscaping is required along all interior lot
lines but may be relocated internal to the site (including
required number of trees) where mutual access/driveways are
along the lot lines.
3. Need additional detail on the patio/decorative paving area,
if this is an amenity, why is the reduction in the landscape
buffer between Tracts B and D being requested?
4. At this Concept Plan stage, and an accurate accounting of
the areas designated as landscaping (both soft and
hardscape) as well as quantity and size of landscape
materials (overstory trees, ground cover and shrubs) is more

pertinent than specific plant material types.
a. Provide a color exhibit indicating on each lot which areas
are being designated as perimeter, parking lot and
non-vehicular landscaping

1. Is there any opportunity to preserve any of the trees, such
as the 22’ pecan along SH121?
Monument Sign Exhibit
1. Remove the City of Coppell as the developer/owner
2. Where are the monument signs proposed to be located? –
if they are the unlabeled crescent shaped elements on the
Concept plan, then the would require several variances to the
Sign Ordinance in terms of number, placement and size, etc.
3. Need additional detail as to size, materials, colors,
illumination etc.
Concept Elevations
1. The coherence in architectural design between the QT and
the remainder of the property is not immediately apparent with
this submittal.. attention needs to be paid to brick color (color
board would be helpful) and design details like cornices, metal
accents (with and without stripes), store front color/materials,
etc.
2. Will there be standards for attached signs to be consistent
architectural theme while permitting branding/logos of the
individual tenants? Are the QT attached signs setting the
standard for this development?
3. Will the proposed hotel incorporate any or all of these
architectural features? Brick color? Etc.
Detail Site Plan for QT
1. The building size is different on this sheet as the concept
plan, which is correct?
2. Delete the note about SUP.
3. The proposed zoning is PD-295-HC – not amended
4. Add a note that this property will be in compliance with
Outside Storage and Display – Retail Stores and Shops in
Article 42 – Special Definitions of the Zoning Ordinance which
prohibits outside storage and display under canopies and
awnings, and only permits outside storage when visually
screened with a solid wall will be adhered to.
5. Two monument signs are being proposed, only one 40
-square foot sign is permitted.
6. Fire Lanes need to be labeled Fire Lanes and Mutual
Access Easements
7. Include phasing plan for the paving.
Landscape Plan
1. All landscape islands need to be a minimum of 150
square feet.
2. Include in Landscape Requirement Table specific square
footage of provided area – “Provided as shown” is not
acceptable.
3. Perimeter trees are required along all property lines where
buffers are being provided.

4. Add dimensions to landscape buffers
Building elevations
1. It appears that these color elevations are the same as the
previous except for the deletion of two 20 sq. ft. QT logos and
the addition of large, full color (temporary poster?) signs on
right and left elevations (that would not be permitted).
2. Signage and awning color and materials do not comply
with Zoning Ordinance.
a. Provide specific calculations on permitted, requested and
variances to the Sign Ordinance.
3. The gasoline canopy elevations were not resubmitted -
are three - 20 sf. ft. button signs on the gas canopy and/or other
signage being requested?
4. Proposed brick wall? 3’ tall? If desired, will need to be
color, materials, height, etc. specified on the site and
landscape plans, including dimensions from R.O.W. to ensure
no conflict with the sight visibility triangle at driveway.
