RE: Highway 121 at Freeport Parkway
Proposed Planned Development
The proposed project is anticipated to provide for the orderly development the platted 8.660 acre
tract at the Southwest Corner of SH421 and Freeport Parkway.
The mixed use is anticipated to consist of the Quick Trip on the hard corner along with potential
Hotel(s), Retail, Restaurant, and Office uses. These uses are depicted on the Concept Plan. This plan
is representative of what we feel is reasonable for the site, however is not meant to establish a final
site plan, it is intended to depict conceptual layouts only. All facilities will utilize similar colors and
materials. This is in no way intended to preclude the use of architectural features or National
Branding to define users in their own fashion. Future site plans are to be approved at staff level if the
materials used for fagade are similar to those defined on Exhibits B1 -B3.
The property is currently zoned HC (Highway Commercial). Our proposal is to establish a PD to
address the overall project continuity as well as provide for several deviations from the City
Standards and HC requirements as follows:
A. Hotel uses, if in accordance with city Standards, will not require an SUP.
B. A single gasoline service station may be permitted as shown without the requirements for
an SUP.
C. A single dl•ive thru restaurant (QSR) will be permitted. Only on the Lot shown on the
concept plan.
D. A single drive thru will be permitted only on an end cap of a Retail Building as shown on
the concept plan.
With the development we proposed the following code deviations:
A. Lots created will require 10' side building setbacks.
B. Parking shall be permitt
ed to within 15' of front property line.
C. Significant Landscape open areas will be established at the 3 intersections as shown on
the Concept Plan. These areas are to accommodate the 15%.open space requirement for
the overall tract as opposed to a lot by lot basis. Additional ornamental paving areas will
also be included as shown.
D. Given the tract is surrounded by roadway Frontages we request that the 50% "in to

The focus of the Design Theme is to provide consistency and compatibility of
Architectural and Site Design Elements, Materials and Colors throughout the
center. The designs of the buildings are compatible and consistent with other
buildings in the area with the addition of copings and color variations on each
building to create interest.
The hardscape pavers will be throughout the development at the entry driveway
and intersections. Site lighting will be consistent throughout the development as a
standard. The Landscaping will meet city requirements and screening from the
street right of way.
