This allowed for the addition of a porch structure at the front and a parking area along the side of the proposed conversion from a residence to an office. ITEM # 4 Page 2 of 2 Lots 3, 4, and 5, Block 1 Old Coppell Estates were replatted in November 2008 to add a 20-foot strip of land (4,490 total square-feet) from the Vaughan Addition to each lot’s western boundary. In 2011, a replat of 361 Hearthstone, Lot 4R (current companion request area) and the lot abutting to the north, Lot 5R (357 Hearthstone) was approved which incorporated 0.9 acres from the northern portion the Vaughan Addition into the rear portion of two existing these two lots. The H (Historic) District remained on the rear portions of the lots, which were formally the Vaughan Addition. TRANSPORTATION: Bethel Road is a two-lane road with variable width right-of way, with head-in parking. . SURROUNDING LAND USE & ZONING: North – Barn with livestock & Hunterwood Park; H (Historic) South - Residential and Old Town Medical Center; H (Historic) & PD-108R6-H (Planned Development-l08 Revision 6-Historic); East - PD-256-SF-9 (Planned Development-256 -Single Family-9); H (Historic) West - Office; H (Historic) COMPREHENSIVE PLAN: The Comprehensive Plan of March 2011 shows the property as suitable for a use allowed within the Historic District (office use is appropriate). DISCUSSION: This property, and the adjacent properties have a long history of platting, and replatting to accommodate the property owners’ desires for their properties. This is a companion request to the replatting of 361 and 365 Hearthstone Lane. In summary, the owner of 361 Hearthstone is selling their property and is proposing to reduce it’s size from 0.793 acres to 0.373 acres, and increasing the lot to the south (365 Hearthstone Lane) by 4,668 square feet to be 15,750 square feet. The final piece to this puzzle is the incorporation of the remaining 0.29 acres (formally a portion of Lot 4R2) back into the Vaughn Addition (412 Bethel Road). This will essentially double the depth of this lot. It is staff’s understanding that the owner of the Bethel Road property intends to continue it’s office use. Any building additions or additional paving on the rear portion of this lot will require a Site Plan Amendment. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of Lot 1R2R, Block 1, Vaughan Addition, subject to any additional construction (structures or paving) will require approval of a Site Plan Amendment.
