REQUEST: A replat of Lot 1R-8, Block C, of the Duke Lesley Addition to establish (2) two
lots; one being a common area lot, and to dedicate and abandon and relocate a
portion of a utility easement to allow the development of parking and hotel uses.

HISTORY: In February 2007, a 184-acre Planned Development (PD) was established to allow
light industrial, office, retail and hotel uses at the northwest corner of I-635 and Belt
Line Road. Since that time, through various PD amendments and minor lot
adjustments, approximately 1/3 of the property has been developed for its intended
uses including office, office/warehouse and hotel. The three properties remaining to
be developed include a 25-acre tract along I-635, just west of Point West Boulevard,
eight acres at the southeast corner of Point West Boulevard and Dividend Drive, and
the 17.4 acres which is the subject of Replat.

In July 2007, a revised PD Concept Plan was approved for retail and restaurant uses
on the subject 17.4-acre tract. On the same agenda, an 187,535-square-foot, six-story
hotel, with 260 rooms and ancillary uses was approved.
A PD amendment to revise the Hotel originally established in 2007 was approved in
May 2013, which reduced the room count but included restaurant and conference
center on the five-acre tract. This 157-room Four Points by Sheraton, includes a
2,000-square-foot restaurant and a 10,000-square-foot conference center and is
nearing completion.
In June 2008, a PD amendment request was denied for a RaceTrac convenience
food store with gas pumps along Belt Line Road within this 17.4-acre tract.
Included in the reasons for denial, was concern that the first development in this
PD would set the tone for the development of the remainder of the property in terms
of types of uses and architectural character.
In June 2016, Council approved an amendment to this PD establishing a Concept Plan
for hotel, office, retail and restaurant uses on 8.21 acres and attached a Detail Site Plan
on 2.51 acres to allow a five-story 127-guest-room hotel (TRU Hotel) to be located
on the east side of Point West Blvd, just north of the Four Points Hotel.
In February of 2016 City Council approved an amendment to the Concept Plan on
the subject 17.4 acres to allow revised lotting patterns, circulation, elevations and
signage and attached a Detail Site Plan for two retail/restaurant buildings totaling
approximately 17,000 square feet on approximately 3.5 acres of property. That
Replat encompassed the 17.4 acres details the location and configuration of eight
(8) lots and which permitted the first phase of retail development on Lots 1R-2, 1R-
3 and the common/plaza area on 1R-X.
HISTORIC COMMENT: There is no historical significance attached to this property.
TRANSPORTATION: S. Belt Line Road is a P6D, major thoroughfare built to standard in a 120-foot right-
of-way. LBJ Freeway is an interstate highway built to federal highway guidelines.
The service road is currently being re-configured to provide a connection to Point
West Boulevard. Point West Boulevard is 32-foot wide and built within a 50-foot
wide right-of-way. Point West also intersects with Dividend Drive (a divided
thoroughfare with 90 feet of R.O.W.) to the north of this property.

COMPREHENSIVE PLAN:
Coppell 2030, A Comprehensive Master Plan, shows this property as appropriate
for Freeway Special District which is described as providing “areas within that
community for conventional high intensity regional commercial uses and office

development dependent upon good transportation access to highway interchanges
and frontage roads”.
DISCUSSION: This current plat will subdivide Lot 1R-8 into two lots, allowing for the creation of
a common area lot (Lot 1R-8X) which will be used for parking for the entire
development, and the creation of a second lot that will allow for the construction of
a future hotel based on the approved Planned Development. The Property Owners
Association shall maintain all common areas, including the pedestrian plaza/open
space area and all enhanced paving surfaces. Property Owners Association
documents shall be revised if necessary, to include this new common are lot prior
to the filing of the Final Plat.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of Duke Lesley Addition, Lots 1R-8R and 1R-8X, Block C, Replat,
subject to the following conditions to be addressed prior to filing this Replat:
1. There will be additional comments during final engineering review
2. Amendment to the Property Owners’ Declaration of Easements, Covenants and Restrictions to include
this lot in its maintenance obligations
3. Staff approval of the Detail Site Plan for the Common Area Lot (1R-8X).
