Bower Rd, Suite 420 Richardson, TX 75081 Douglas Loomis HISTORY: The original Planned Development itself included a much larger area of over 110 acres and was rezoned from Light Industrial to a Planned Development in July of 2014. The majority of the Prologis sites have been developed as large office warehouses. The remaining vacant pieces are located close to SH 121 with zoning ranging from HC, LI and PD. HISTORIC COMMENT: We have found nothing of historic significance on the parcel. ITEM #6 Page 2 of 2 TRANSPORTATION: Freeport Parkway, a variable-width major thoroughfare (six–lane divided roadway). State Highway 121 and service road. SURROUNDING LAND USE & ZONING: North: Vacant land; HC, Highway Commercial South: Vacant land; Planned Developmen-295-HC, East: Office Warehouse; Planned Development 272R-LI West: SH 121 COMPREHENSIVE PLAN: Coppell 2030, A Comprehensive Master Plan, shows this land as appropriate for Freeway Special District use. DISCUSSION: This site is part of PD-295-HC, which was approved in February of this year. The PD includes Lots 2R and 3, Block B. The requested replat will subdivide existing Lot 2R into two new lots. Proposed Lot 2R-1 will be the home of a QuikTrip convenience store and gas station, located at the corner of SH 121 and Freeport Parkway. Lot 2R-2 and Lot 3, which is just south of this, will be further subdivided/replatted as the additional retail, office and hotel uses on the remainder of the PD site come in for development. This plat identifies the location of easements and fire lanes for the development of the QuikTrip. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of this plat with the following conditions: 1. There will be additional comments during detailed engineering plan review. 2. Tree mitigation fees shall be paid at time of tree removal permit. ALTERNATIVES: 1. Approval of the request 2.
