HEARING DATE: June 9, 1992 LOCATION: Near the southwest corner of MacArthur Boulevard and Beltline Road. SIZE OF AREA: 40,390 square feet. REQUEST: Approval of a zoning change from (LI) LiGht Industrial to (LI-SUP) Light Industrial Special Use Permit, for the operation of a Wendy's Restaurant. TRANSPORTATION: MacArthur Boulevard is an improved P6D, six-lane divided thoroughfare in 110' of right-of-way; Beltline Road, to the north, is designated as a P6D, but currently is only an asphalt, two-lane road contained within a 120' right-of-way. SURROUNDING LAND USE & ZONING: North - Vacant; C zonin§ South - Goodyear facility; C zonin§ East - Shopping Center; LI zoning West - Vacant; C zoning COMPREHENSIVE PLAN: The Comprehensive Plan shows mixed use with no multi-family. ITEM 5 ANALYSIS: This proposal tracks with the base zoning as well as the Comprehensive Plan. The landscaping shown needs to be more responsive to our Streetscape Plan - that is, Cedar Elms are proposed to be the dominant street tree - this plan shows a Live Oak along the street. Staff would recommend two Cedar Elms (one at each end of the property) to replace the one Live Oak proposed. The rest of the landscape plan appears adequate although the Streetscape Plan does suggest groupings of Crepe Myrtles in addition to the Cedar Elms. Also, each parking space must contain a minimum of 180 square feet of area. It is important to set the right tone for development on this parcel as what is proposed here will set a precedence for the three additional pad sites to the north. Staff does, therefore, recommend approval of the zoning request with minor modifications to the landscape plan, bringing that plan more in line with the streetscape guidelines. Item 11 PUBLIC HEARING: Consideration and approval of a zoning change request, Case #S-1059, from (LI) Light Industrial to (LI-SUP) Light Industrial Special Use Permit, for the operation of a Wendy's restaurant, located near the southwest corner of MacArthur Boulevard and Beltline Road, at the request of Prizm Architects. Gary Sieb, Director of Planning and Community Services, made the presentation to the Council and stated that all conditions have been met. Mayor Wolfe declared the Public Hearing open and asked if there were any citizens present to speak in favor of the request. There being no citizens present to speak in favor of the request, Mayor Wolfe asked if there were any citizens present to speak in opposition of the request. There being no citizens who wished to speak, Mayor Wolfe declared the public hearing closed. Following discussion, Mayor Pro Tem Smothermon moved to approve the zoning change request, Case #S-1059, from (LI) Light Industrial to (LI-SUP) Light Industrial Special Use Permit, for the operation of a Wendy's restaurant, located near the southwest corner of MacArthur Boulevard and Beltline Road, at the request of Prizm Architects with the stipulation that 1) Cedar Elms be used in the streetscape and 2) all parking areas be 180 square feet. Councilman Mayo seconded the motion. The motion carried 6-0 with Mayor Pro Tem Smothermon and Councilmen Weaver, Morton, Mayo, Robertson and Garrison voting in favor of the motion. Item 12 PUBLIC HEARING: Consideration and approval of a replat of Valley Ranch Plaza, Pads E, F and G, located near the southwest corner of MacArthur Boulevard and Beltline Road, at the request of Prizm Architects. Gary Sieb, Director of Planning and Community Services, made a presentation to the Council and recommended approval. Mayor Wolfe declared the Public Hearing open and asked if there were any citizens present to speak in favor of the request. Item 13 PUBLIC HEARING: Consideration and approval of a zoning change request, Case #PD-126 (Fountain Park Addition), from (TH-i) Town House-l, to (PD-SF-7) Planned Development Single-Family-7, located along the north side of Sandy Lake Road, and approximately 836' west of MacArthur Boulevard, at the request of Matthews Southwest Investments. Gary Sieb, Director of Planning and Community Services, made the presentation to the Council and read the conditions as recommended by Planning & Zoning Commission. Tim House, Matthews Southwest Investments, also addressed the Council. Mayor Wolfe declared the Public Hearing open and asked if there were any citizens present to speak in favor of the request.
