HISTORY: In December 2000, the City Council approved the site plan and minor plat for a
3,996 square foot building on the subject property. In August 2001, Council
approved a special use permit (S-1189, Donut City) to permit a donut shop in this
structure.
HISTORIC COMMENT: This property has no noted historical significance.
TRANSPORTATION: Denton Tap Road is a six-lane concrete, divided thoroughfare within 100’ right-of-
way.

COMPREHENSIVE PLAN: Coppell 2030, A Comprehensive Master Plan, shows this property as
suitable for Mixed Use Community Center (No Residential).
DISCUSSION: This is a fairly simple request. The applicant is proposing to eliminate the drive-
thru for the dry cleaners and expand the existing facility by 864 square feet into this
area. There are 3 new parking spaces proposed. The parking will accommodate
the existing uses (Dry Cleaners and Restaurant) and 2,210 square feet of speculative
retail.
As indicated on the Landscape Plan, four trees will be removed and two three-
caliper inch Lacebark Elms are proposed to be planted in the two new landscape
islands and two three-caliper inch Lacebark Elms will be planted in the western
perimeter. There are 38 Dwarf Yaupon Hollies proposed to be planted south of the
building expansion. This proposal exceeds the required 30% landscape area by
providing 36%. The proposed materials for the expansion will match the materials
of the existing structure. Staff is recommending approval of this request.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of this request subject to the following conditions being met:
1. A tree removal permit will be required prior to start of construction. There will not be any tree retribution
fees required.
2. Detailed engineering review to occur with engineering permit submittal. For engineering review, submit
site plan and plans for paving, grading, and erosion control.
3. Insufficient detail for building review at this time. If approved, a new building permit and architectural
review will be required.
