The only area of concern with stucco type finish is the problems builders have
had in the past with the cracking of this product. Stucco is considered to be
a masonry type product. The industry has made some improvements and have
thereby reduced the number of problems related to cracking, peeling and other
related problems with this material. Staff has no objections to this request.
This case is being presented to the Planning & Zoning Commission and the City
Council because the Comprehsive Zoning Ordinance requires that stucco-type
construction be permitted in a residential zoning district, only when a Special
Use Permit has been granted.

Notice is hereby given that the Planning and Zoning Comission of the City
of Coppell nm# in pre-session at ?:00 p.m. and in regular session at 7:30
p.m., on Wednesday, June 14, 1989, in the Coppell Town Center, 255 Parkway
Boulevard, Coppe11, Texas 75019. The following ~mhers were present:

Chairman Nunsch called the ~eeting to order and everyone was asked to
stand while he gave the invocation.
Item 4: Approval of liinutes of Nay 18, 1989
Coaa~issioner Weaver stated that corrections should be noted on
Item #4 and Item #8. Re than ~oved to postpone the approval of
the linutes to the next regularly scheduled ~eeting.
Cosmiesioner Johnson seconded the ~otion; lotion carried (4-0)
with Chairman Hunsch and Comiesioners ~ohnson, Tunnell and
Weaver voting in favor of the ~otion.

P & Z Coordinator Taryon Bo~aan introduced the item to the
Co~ission. lis. Bogen stated that Dale ~ackson, Building
Official, was present to answer any questions.
Mr. Jeff Biggs, President of Naffco Construction, was present to
represent this item before the Coeaission.
Chairs~n l~unsch then opened the public hearing and asked for
persons wishing to speak in opposition to the request. There
were none. He then asked for persons wishing to speak in favor
of the request. Again there were none. The public hea~ing was
then declared closed.
Following discussion Comalasloner 3ohnson ~oved to appr
#S-1044. Comissioner Tunnell seconded the motion; motion
carried (4-0) with Chairman Nunsch and Co~issioners 3ohnson,
Tunnell and Weaver voting in favor of the motion.

Taryon.Bew~an introduced the itea to the Co~ission. Ms, Bowsan
stated that all property owners within 200 feet of this request
were notified. Three reply forsm were returned in favor, and
one was eeturned in opposition to this requut. She further
stated that the applicant is requesting a varl~ilce request for
the length of the cul-de-sac for Stanfor~i Drive, and a waiver
for the alley requiresent,
Mr. Fred Joyce of ~oyce-Neyers E~erprises, and Mr. Peter
Henderson of St%rnes Consulting ~ngineers were present to
represent this ite~ before the Cos~lasion.

Taryon Bowman introduced the lte~ to the Coemtssion. She stated
the Development Review Committee is concerned due t9 the fact
that there is only one entry access street to the sub&ivision,
as well as the lack of visibility near the proposed Stanford
alley-ways and for the length of the cul-de-sac. She also stated that
staff recommended approvoA of this zoning change. Hr. Fred Joyce,
representing the applicant, 8180 uade a presentation Co the Council.
Mayor Wolfe declared the Public Hearing open and asked for chose persons
who wished co speak against the proposed zoning change. Those persons
speaking were Hr. Ray McDovell, representing his mother, who resides at
235 Bethel School Reed. Mr. Mc Dowel! stated chat his opposition is
concerning a residential zoning adjacent to a counercially zoned area,
and ChaC his mother has been paying texas on co~mercia! zoned property
for a number of years. Mayor Wolfe Chert asked for Chose persons who
Wished to speak in favor of the proposed zoning change. There were
none. The Public Hearing was Chert declared closed. Following
discussion on Chis item, CounciimanMorCon moved that Zoning Case ZC-520
be approved from"R** Retail and "C' Com~ercial to Single Family
subject Co approval of the applicant's sub-division plat which is to be
considered as the next item on the agenda. In the event Chat the
University Park PlaC i8 nor approved the zontng change~rlll be denied
and the ordinance granting the zoning change will not be forwarded for
adoption by the City Council. Mayor Pro Tam Wilkerson seconded the
motion; motion carried 6-0 with Mayor Pro Ten Wilkerson, Councilmen
Thomas, Morton, Cowman, Robertson and Nelson voting in £avor of the
motion.
Item 10: Consideration of a preliminary plat for the University Park
Addition located north of Bethel Road, west of Bethel School
Road, and south of the Hunterwood Subdivision aC the request

required to be dedicated by the applicant. Staff recommends approval

requested by Stephen C. Hundley, AIA of SCH Architects and
J~mes M. Kurtz, P.E. on behalf of Hr. H. T. Ardinger.
City Engineer Russell Doyle made the presentation to the Council. Mr.
Doyle stated ChaC chis item vas previously heard by the Council on May
23, 1989, and vas tabled for further review. Hr. Stephen Hundley,
representing Hr. H. T. Ardinger, vas also present to discuss this item
vith the Council and indicated their request for a limited left hand
turn median opening. Consulting Engineer ~ayne 6inn vas also present
and stated that it is his recoumendation, based on previous denial by
Council, to deny this median opening. Following discussion by the
Council, Councilman Nelson moved that the Council approve the variance
to Appendix A. Streets and Alleys; B. Engineering Design Median
Openings to place a median opening on Denton Tap Road between tvs (2)
previously designed openings south of Sandy Lake Road at the request of
Hr. Stephen Hundley and James M. Kurtz on behalf of Hr. H. T. Ardinger.
Councilman Robertson seconded the motion; motion carried &-3 rich
