SIZE OF AREA: 0.434 acres CURRENT ZONING: PD-231-H (Planned Development District-231-Historic) REQUEST: A zoning change request from PD-231-H (Planned Development-231-Historic) to PD-231R-H (Planned Development-231 Revised-Historic), to change from a Planned Development, which was never constructed and allow the tracts to continue their use as residential within the existing residential structures. The plat was never filed of record and the development never took place. The northern property was purchased by the current owner, Ms. Baum, in May 2019. HISTORIC COMMENT: This property has no historical significance. TRANSPORTATION: Coppell Road is a C2U, concrete two-lane undivided street with curb and gutter contained within a 60-foot right-of-way. ITEM # 6 Page 2 of 2 SURROUNDING LAND USE & ZONING: North - Vacant; " PD- 188- H", (Planned Development- 188-Historic) South - Residential; " H", (Historic) East - Townhomes; " PD- 197R- H", (Planned Development- 197-Revised- Historic) West - Office Warehouse; " PD- 186R2- L1", (Planned Development- 186- Revised 2- Light Industrial) COMPREHENSIVE PLAN: Coppell 2030, A Comprehensive Master Plan, shows this property as appropriate for Old Coppell Historic District uses. DISCUSSION: This is a fairly simple request. The owners of 528 S. Coppell Rd & 532 S. Coppell Road wish to change the current zoning for the properties from PD-231-H, which calls for a proposed two-story office building, a residence, and shared parking, to the existing conditions- two single family residences. The northern property was previously owned by Carlos and Maria Oroza between 2006-2009 who were proposing to construct the office and shared parking with the residence on the rear of the southern lot. However, the Orozas were never able to move forward with their approved plans and never filed the plat. In the interim, the property was sold to Charles Price. In May 2019, Ms. Baum purchased the property from him. She recently was unable to refinance the property, because of the current zoning on the property calling for office. Jean Murph owns the southern property. Staff recommends allowing the rezoning of the property to revert back to the existing conditions. This will allow the existing development to exist as is and if burned or destroyed, to be rebuilt. However, this would not be allowed to be expanded. A redevelopment of the property beyond the boundary of the existing footprints would require a new PD zoning. Each lot will have a separate PD Ordinance, which will alleviate the need for both property owners to join in a future zoning application. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff is recommending APPROVAL of the request subject to the following PD conditions: 1. Correct the deed information on the Jean Murph Survey to reflect the correct volume and page. (Vol. 84048, Pg. 6336). ALTERNATIVES: 1. Recommend approval of the request 2.
