Co-location of Sprint PCS antenna array upon Southwestern Bell Mobile Systems' tower at
160 South Royal Lane, Coppell, Texas
Dear Mr. Sieb:
It is my understanding that the City of Coppell has requested that my client, Sprint PCS, file an
application for a Special Use Permit to attach its antenna array to Southwestern Bell's tower. I find
this request to be both disappointing and confusing in that my review of the City of Coppell's zoning
ordinance requires no such procedure. As the applicable ordinance would allow the placement of the
tower by right, which was the procedure which Southwestern Bell constructed its tower, then the
placement of the antenna array by Sprint PCS v¥ould also be by right, ~vithout the necessity of a
Special Use Permit or any other proceeding. In addition to the ordinance allowing placement of the
tower of antenna attachment by right, it seems that based upon the City's desire to limit the
proliferation of towers, the City would be extremely supportive of a voluntary co-location. Rather
than adding an unnecessary and inappropriate burden upon this co-location, logic would dictate that
the City would take any steps necessary to allow the co-location without procedural hindrance.
I am confused as to the City's actions and motives in this matter and would like to discuss same with
you or any appropriate city official which you may believe to better handle this matter. My goal is
to reach an understanding as soon as possible so that Sprint PCS mav install its antenna array and
have an operational communications facility for the launch of its wireless system.
