This variance is being requested by Ms. Joy Onstott for the property located at 420 W. Bethel Road. EXPLANATION: Ms. Onstott wishes to open a florist shop in a structure that was originally constructed for residential use. Eight (8) parking spaces would be required for this use as approved by Special Use Permit. The City's Zoning Ordinance would also require that the parking surfaces be concrete paving. STAFF RECOMMENDATION: Currently the site plan approved by the Spedal Use permit would provide for eight (8) off- street parking spaces off of Mitchell Street which is an asphalt and gravel roadway substandard to the City's roadway requirements. Since Ms. Oastott is requesting only a dolay until the district is developed, staff has no objection but would recommend a m~x'imlzal rime llmlt to be set for this paving, not to exceed 24 months. Councilman Nelson seconded the motion; motion carried 7-0 with Hayor Pro Tem Smothermon and Councilmen Weaver, Thomas, Morton~ Cowman, Robertson, and Nelson voting in favor of the motion. ~'----'- Item 15 PUBLIC HEARING: Consideration and approval of a zoning change, Case #S-1055, from (R) Retail, to (R-SUP) Retail Special Use Permit, to allow the operation of an office and floral shop, located at 420 Bethel Road, at the request of Mrs. Joy Onstott. Mayor Wolfe declared the Public Hearing open. He asked for those persons who wished to speak against the proposed zoning change. There were none. He then asked for those persons who wished to speak in favor of the proposed zoning change. Again, there were none. Hayor Wolfe then declared the public hearing closed. Lindy Thomas of 514 Parkview Place representing the Coppell Historical Committee addressed the Council pertaining to this item. Following discussion, Councilman Nelson moved to approve the zoning change Case #S-1055 from (R) Retail to (R-SUP) Retail Special Use Permit to allow the operation of an office and floral shop, located at 420 Bethel Road, at the request of Mrs. Joy Onstott. Councilman Thomas seconded the motion; motion carried 7-0 with Mayor Pro Tem Smothermon, Councilmen Weaver, Thomas, Norton, Cowman, Robertson and Nelson voting in favor of the motion. Item 16 PUBLIC HEARING: Consideration and approval of a zoning change, Case #$-1056, from (C) Commercial, to (C-SUP) Commercial Special Use Permit, to allow the operation of a restaurant, located at 150 S. Denton Tap Road, at the request of Mr. Michael Herschmann. Gary Sieb~ Director of Planning and Com~unity Service, made the presentation to the Council. La~rrence Steinburg, representing the applicant, Michael Herschmann, also made a presentation to the Council in reference to Sacky Chan Chinese Restaurant. Mayor Wolfe declared the Public Hearing open and asked for those persons who wished to speak against the proposed zoning change. There were none. He then asked for those persons who wished to speak in favor of the proposed zoning change. Again, there were none. Hayor Wolfe then declared the Public Hearing closed. Following discussion, Mayor Pro Tem Smothermon moved to approve zoning change Case #S-1056 from (C) Commercial to (C-SUP) Commercial Special Use Permit to allow the operation of a restaurant, located at 150 S. Denton Tap Road. The hearing is being requested by Ms. Joy Onstott for the property located at 420 W. Bethel Road. The hearing will be held to consider a request for a variance from Section 31-1.3 of the City's Zoning Ordinance which concerns the requirements for concrete paving surfaces. Ms. Onstott wishes to open a florist shop in a structure that was originally constructed for residential use. Ms. Oustott would like to delay paving with concrete until the Historical area is developed.
