Box 2585 Waco, Texas 76702-2585 (817) 750-6500 FAX (817) 750-6290 December 23, 1992 TO THE CITY OF COPPELL CITY COUNCIL AND PLANNING & ZONING COMMISSION In 1941 and 42 Brazos Electric Power Cooperative, Inc. constructed a 69 KV transmission line along Thweatt Road through what is now the city of Coppell. Brazos Electric and TU Electric jointly reconstructed this line as a 138 KV double circuit single steel pole transmission line in 1986. In 1942, Brazos Electric purchased the Coppell Substation site, a 2.0 acre site, at the intersection of Thweatt Road and Coppell Road, under the existing transmission line. In 1944, easements for a transmission line were purchased; and this transmission line was constructed in 1948, parallel to and approximately 100 feet west of Coppell Road from the Coppell Substation site, in a northward direction. At this same time, the towers, poles, switches, insulators, control house and other electrical equipment was placed in service at the Coppell substation site. In 1984 and 85 Brazos Electric and TU Electric jointly reconstructed the transmission line along Thweatt Road and converted it to 138 ICg operation. Also, at the same time Brazos Electric reconstructed the line from the Coppell substation in a northward direction and converted it to 138 KV. All of the towers, switches, etc., was removed at this time, with the exception of the control house which was removed in 1989. During the conversion of the transmission lines from 69 KV to a 138 KV, TU Electric purchased an additional 1.4376 acre tract of land adjacent to Brazos Electric's Coppell substation site. TU purchased the land to interconnect the Brazos Electric and TU electrical system, which would benefit both utilities. TU & Brazos Electric, at that time, obtained a Special Use Permit from the City of Coppell for an electrical substation at this site. TU constructed a distribution substation at the Coppell substation in 1989-90 through which TU serves the citizens of Coppell and some adjoining cities with the power from this substation. Brazos Electric now wishes to complete the interconnection between Brazos Electric and TU at the Coppell substation. This interconnection allows for an exchange of electrical power between the two utilities. If one of the utilities loses a transmission line or chooses to take it out of service, the substation can continue serving the customers with the power from the other line. [presently the Brazos Electric lines along Thweatt Road and Coppell Road merely pass through the substation without interconnecting. Brazos Electric proposes to construct three 48 foot 6 inch towers inside the substation. These towers will be 13 feet shorter than the existing tower in the substation. The existing screening fence and landscaping will be extended 90 feet along Thweatt Road and 90 feet along Coppell Road. Approximately 235 feet of screening fence exists along Thweatt Road and 215 feet of screening fence exists along Coppell Road. The new fencing will match the old fence. With this construction at the Coppell substation, Brazos Electric's taxable investment within the City of Coppell will be considerably increased.
