We all realize that Special Use Permits and Planned Development Districts are far less easv to
administer than straight zoning. However, the way the Coppell Zoning Ordinance is structured
applicants are entitled to request amendment after amendment.
At Gar3.., Sieb's request, I am responding to your memo of June 9 by pointing out that there is
more to the White Glove S.U.P. than the ordinance approved by Council on February 10, 1998.
There are three ordinances that govern:
Ordinance 91500-A-43 passed on February 8, 1994
Ordinance 91500-A-163 passed on June 12, 1997
Ordinance 91500-A-184 passed on February 10, 1998
Ordinance 91500-A-43, which authorized a car wash, made no reference to signs. Thc site plan
and elevations attached to the ordinance as exhibits showed no signs. Therefore, thc sign
ordinance governed. At that time the sign ordinance was separate from the zoning ordinance.
Ordinance 91500-A-163 was passed "...to amend the site plan for a car wash facility and to allow
an automobile oil change, lubrication and detail sen:ices facility...". That change was subject to
seven conditions, three of which related to signs, as follows:
(B) Attached signs to be backlit with a beige background color;
(E) Signs inside the building shall be no larger than 3 square feet in area, and shall not
face an open bay doorway or bay door glass;
(F) Exterior signs on all buildings shall be limited to those as shown on the site plan
and elevations drawings.
The site plan and elevations drawings attached to Ordinance 91500-A-163 showed only three
signs. A new White Glove Car Wash sign was shown on the west elevation of the car wash
building. A White Glove Detail & Lube Center sign was shown on the west elevation of the oil
change building. And, a White Glove Car Wash Detail Lube sign was shown on the south
elevation of the oil change building.

Ordinance 91500-A-184 amended the special use permit previously granted "by amending the
Site Plan and Special Conditions relating to signage". The building elevations showed different
signs in the same locations as the signs shown in Ordinance 91500-A-163. A new Xx&ite Glove
Express sign was shown on the west elevation of the car wash building. A Q l_ube sign was
shown on the west elevation of the oil change building. And, a Q L. ubc sign was shown on thc
south elevation of the oil change building.
Ordinance 91500-A-163 makes it quite clear that signs on all buildings are to be limited to the
three included in the attached exhibits. Ordinance 91500-A-184 merely authorized a change in
the size and nature of the those three signs. Currently there are four signs at the White Glove/Q
Lube facilities.

That the Comprehensive Zoning Ordinance and Map of the City of Coppell, Texas,
duly passed by the governing body of the City. of Coppell, Texas, as heretofore amendec;.

SECTION 2.
That the Specific Use Permit for a car wash is hereby appr..'.?,ed subjec~ to '..:.

1. The vacuum operation shall be fully enclosed and the sound emanating fr.'.:-'.-':.

3. Additional landscaping to buffer the sound from the adjacent neighborhood

SECTION 3.
That the Site Plan for the Specific Use Permit shown in Exhibit "B" attached hereto

SECTION 4. That the above property shall be used only in the masmer and for the
purpose provided for by the Comprehensive Zoning Ordinance of the Ciw of Coppel3, :.~-s

(A) A solid wall consisting of landscape screening according to the plant palette of the
zoning ordinance shall be erected and maintained on the south side of the property'
in lieu of a solid screening wall;
(B) Attached signs to be back. lit with a beige background color;
(C) All automobile service, other than carwash drying and interior cleaning, shall take
place inside the buildings;
(D) All roof-top mechanical equipment and antennae shall be screened;
(E) Signs inside the building shall be no larger than 3 square feet in area, and shall
not face an open bay doorway or bay door glass;
(F) Exterior signs on all buildings shall be limited to those as shown on the site plan
and elevations drawings;
(G) All portions of the buildings shall be within 150 feet both of a fire hydrant and
of a fire lane, measured as the fire hose lays.
SECTION 3. That the Site Plan, Landscape Plan and Building Elevations attached
hereto as Exhibits "B", 'C' and 'D", respectively, and made a part hereof for all purposes, be,
and the same are hereby approved.
SECTION 4. That the above property shall be used only in the manner and for the
purpose provided for by the Comprehensive Zoning Ordinance of the City of Coppell, as
heretofore amended, and as amended herein.
SECTION 5. That all provisions of the Comprehensive Zoning Ordinance of the City

following special conditions for development:
(A) An attached sign shall be permitted for Q lube with individual channel letters - "Q"
shall be green in color, the "lube" shall be ivory in color in accordance with the'
amended Site Plan, Exhibit "B" and Sign Elevations, Exhibit "D";
CB) The existing White Glove Express sign shall be replaced with a channel lettered sign
which will match the channel letters of the Q lube sign - "White Glove" shall be
maroon in color and; '~xpress" shall be ivory in color, and the hand symbol shall be
ivory in color with a maroon stripe under the hand in accordance with the amended
Site Plan, Exhibit "B" and Sign Elevations, Exl'u'bit "D". The letters of the sign may be
back lit.
SECTION 3. That the amended Site Plan, Building Elevations and Sign Elevations, attached
hereto as Extu'bits "B", "C", and "D", respectively, and made a part hereof for all purposes, are hereby,
approved.
