APPLICANT: Mr. Robert Goss Mr. Mark Roberts, P.E. 500 S. TRANSPORTATION: This two-acre site has frontage on and access to Beltline Road which is classified as a primary six-lane divided thoroughfare. Item 10 SURROUNDING LAND USE & ZONING: North - Vacant; MF-2 zoning South - Vacant; Grapevine Creek Channel East Vacant; Proposed Blooming Colors Nursery West - Vacant; Proposed Baptist Church COMPREHENSIVE PLAN: The area of MacArthur Blvd. and Beltline Road has been designated as a special land use category for mixed uses since it is considered as a gateway into the City. ANALYSIS: A typical mini-warehouse facility is allowed by right in a light industrial zoning district. The text amendment which is being submitted just prior to this case, reflects an amendment to the comprehensive zoning ordinance, if adopted, would require all mini-warehouse facilities to obtain a special use permit, prior to operating or constructing such a facility. Submitted along with the site plan are photographs of a mini- warehouse caretakers quarters that the applicant intends to duplicate. Staff has no objections to the approval a mini-warehouse facility at this location. ALTERNATIVES: 1) Approve the zoning change request. 2) Deny the zoning change request. 3) Modify zoning change request. Councilmember Reitman moved to approve a text amendment to the Comprehensive Zoning Ordinance, allowing the operation of on-premise management structures, in the LI (Light Industrial) zoning district; Section 30-12. Councilrnember Watson seconded the motion; the motion carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the motion. 24. Consideration and approval of an ordinance approving changes to the Comprehensive Zoning Ordinance, addressing the operation of on-premise management structures in the LI (Light Industrial) district and authorizing the Mayor to sign. Mayor Pro Tem Robertson moved to approve Ordinance No. 91500-A-56 approving changes to the Comprehensive Zoning Ordinance, addressing the operation of on-premise management structures in the LI (Light Industrial) district and authorizing the Mayor to sign. Councilmember Alexander seconded the motion; the motion carried 6-0 with Mayor Pro Tern Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the motion. 25. Councilmember Stahly seconded the motion; the motion carried 6-0 with Mayor Pro Tem Robertson and Councilmembers Alexander, Stahly, Watson, Reitman, and Sheehan voting in favor of the motion. 26. PUBLIC HEARING: To consider approval of the Third Replat of Valley Ranch Plaza, Pads B-E, located at the southwest corner of MacArthur Boulevard and Beltline Road, at the request of Winkelmann & Associates, Inc.
