PZ CITY OF COPPELL PLANNING DEPARTMENT STAFF REPORT CASE NO.: S-1190R(CH), Natural Gas Well, S.U.P. amendment re well distances P & Z HEARING DATE: May 15, 1997 C.C. HEARING DATE: June 10, 1997 LOCATION: Northwest corner of West Sandy Lake Road and North Coppell Road, approximately 1,000 feet north of West Sandy Lake Road and 1,300 feet west of North Coppell Road. SIZE OF AREA: One acre out of a 43.89-acre tract of land. CURRENT ZONING: LI-S.U.P. (Light Industrial, Special Use Permit) REQUEST: Amend Special Use Permit to remove Condition #3 APPLICANT: Applicant: City of Coppell Planning Department HISTORY: In early 1995, City Council approved a Special Use Permit for the drilling of Callejo #1 gas well. One of the conditions of the permit was that no additional well would be drilled within one-half mile. On April 8, 1997, Council approved a second well site approximately 2,200 feet from Callejo #1, about 16% short of the previously required 2,640 feet, and instructed staff to initiate a revision to the previous Special Use Permit. TRANSPORTATION: West Sandy Lake Road is planned to be a 4-lane divided roadway in a 6-lane r.o.w. (C4D/6) contained within a 110' width. North Coppell Road is projected to be a C2U 2-lane undivided street within 60' to 65' of r.o.w. Today, both roads are 2-lane asphalt roads without curb and gutter. Item # 10 SURROUNDING LAND USE & ZONING: North undeveloped; LI South- undeveloped; LI East undeveloped; LI West undeveloped; LI COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial uses. DISCUSSION: The Planning and Zoning Commission recommended approval of Callejo //2 at a location approximately 2,200 feet from Callejo #1. City Council authorized that location. Both actions indicate approval of reduction or removal of the previously required separation distance. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of this S.U.P. amendment since all future well sites will require additional S. U.P. applications. With each additional application, if any, the Commission and Council can make a determination at that time if the proposed separation distance is adequate. ALTERNATIVES: 1) Recommend approval of the amendment 2) Recommend disapproval of the amendment 3) Recommend modification of the amendment 4) Take under advisement for reconsideration at a later date.
