HISTORY: On April 9, 1996, the Coppell City Council approved a special use permit to
allow a wireless communications antenna be mounted to an existing T.U.
Electric tower with an accessory cabinet at the base of the tower.

TRANSPORTATION: The site is 1000 feet from MacArthur Boulevard, a 4-lane divided
thoroughfare built in a l l0'-wide right-of-way shown on the
thoroughfare plan as a P6D, 6-lane divided thoroughfare.

COMPREHENSWE PLAN: The Comprehensive Plan shows the property as suitable for
park and open space. A portion of the property is shown to
be in the floodplain.
DISCUSSION: Due to the increase in the volume of wireless communications traffic,
PrimeCo is requesting to expand the capacity of its antennas at this
existing tower site. Recent technological developments allow PrimeCo to
increase its capacity at tower sites by installing additional equipment
cabinets at the base of a tower. With this submittal, PrimeCo is proposing
to place two additional metal equipment cabinets. The cabinets will be
located east of the existing 64 s.f. cabinet. The proposed cabinets are 5'6"
high and measure 16.92 s.f. The applicant has indicated the structures will
be painted gray.
Earlier this year, PrimeCo filed similar requests to erect additional
equipment cabinets at the Fritz Drive and Sandy Lake Road sites. Both
requests were approved by City Council in April. Earlier during the
review process staff had requested that the existing cabinet and future
cabinets be screened with Nellie R. Stevens holly, similar to the living
screening provided at both the Fritz Drive and Sandy Lake Road sites.
With this new submittal, the applicant has complied with staffs
recommendation.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff recommends approval of the special use permit site plan amendment
subject to the following conditions being met:
1) All landscaping shall be kept in healthy and growing condition.
2) Submit a color board showing all exterior building materials.

Purpose of Request
TXU Easement west of MacArthur & north of Riverchase
Amend Existing SUP
On April 9, 1996 the Coppell City Council approved a Special Use Permit to allow a
wireless communications antenna to be mounted on an existing TXU electric tower. The
SLIP also allowed the construction of accessory cabinets at the base of the tower. The
new antenna approved at this location was necessary in order to provide adequate service
to PrimeCo customers in the Dallas-Fort Worth area.
In the past whenever the capacity of existing towers is maximized, PrimeCo has been
forced to request new antenna sites to adequately serve its customers. Recent
technological developments allow PrimeCo to delay the need for additional wireless
communications towers by increasing the capacity of existing tower. By adding
additional equipment at the existing tower sites, PrimeCo is capable of handling
increased volume of wireless communications traffic withont erecting new antennas.
In order to take advantage of this recent technology, new and smaller equipment cabinets
must be erected next to the existing cabinets at a particular site. In most cases, an
amendment to the SLIP is needed to allow the erection of this new equipment, which is
not indicated on the previous site plans attached to the ordinance. Recently, PrimeCo
filed a similar request to erect additional equipment at the antenna site on a TXU
easement south of Fritz Drive, east of Royal Lane. The request was approved by the
Coppell City Council in April of this year.
These new technological advances offer an alternative to the previous practice of erecting
new towers in close proximity to each other in order to increase capacity. By approving
the addition of these new cabinets at existing sites, the proliferation of new wireless
communications towers will be reduced significantly.
