TRANSPORTATION: Fritz Drive (Cotton Road) is a C2U two-lane undivided collector street within a 65'-wide right-of-way, of which a small section is paved with asphalt. Item # 20 SURROUNDING LAND USE & ZONING: North - South - East - West Vacant; "LI" Light Industrial Vacant; "HC" Highway Commercial Vacant; "HC" Highway Commercial Vacant; City of Irving COMPREHENSIVE PLAN: The 1987 Comprehensive Plan shows the property as suitable for highway-oriented commercial uses. The proposed 1996 Comprehensive Plan shows the property suitable for freeway office use. DISCUSSION: The antenna will be visible above the electric lines, but not highly conspicuous. It is not in the direct line of sight of westbound traffic on LBJ freeway. The accessory cabinet at the base of the transmission line tower is 8' by 8', rising above the ground only 6'. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Staff recommends approval of the Special Use Permit.
