Dear Mr. Virtanen,
Please accept this letter as a formal request for a time extension to the existing special
use permit on the St. Ann's Catholic Church epansion. Per our conversation this date,
it's our understanding that the existing SUP (reference S 1121) has expired but that it
is anticipated that an extention might be granted. It is our understanding that we
anticipate applying for a building permit within approximately four months, however,
due to internal approval processes, this may be somewhat uncertain. Therefore, we
would request an extension of the existing SUP through November of 1999.
It is our understanding that this request is to be submitted to City Council for a vote
approximately November 10, 1998. We appreciate your assistance on this matter.

City Council approved S-1121 Special Use Permit on February 12,
1997.
East Sandy Lake Road is a two-lane asphalt road within a variable-
width right-of-way, shown on the thoroughfare plan as a C4D
four-lane divided collector street to be built within a l l0'-wide
right-of-way. Samuel Boulevard is a C2U two-lane undivided
collector street within a 60'-wide right-of-way.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property as suitable for
neighborhood retail and public/institutional uses.
DISCUSSION:
There has been a delay in the construction schedule for the
proposed church expansion, and the 6-month period for obtaining a
building permit has lapsed. Therefore, the applicant is requesting
an extension. Section 30-2, paragraph 5, authorizes City Council,
upon recommendation of the Planning and Zoning Commission, to
extend the time.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of extending the time in
which to secure a building permit by 27 months, for a total of 33
months from February 12, 1997, to November 11, 1999.
