HEARING DATE: February 11, 1997 LOCATION: Northeast comer of Sandy Lake Road and Samuel Boulevard. SIZE OF AREA: Total: 19.522 acres for a church expansion consisting of two additional buildings, one a sanctuary with an area of approximately 36,000 square feet, and the other an administrative building with an area of approximately 6000 square feet. CURRENT ZONING: SF-9 and C (Single Family-9 and Commercial) REQUEST: SF-9-S.U.P. (Single Family-9, Special Use Permit). APPLICANT: HISTORY: Applicant: St. Ann Catholic Parish 180 Samuel Blvd. CoppeR, TX 75019 (972) 393-5544 In 1987, City Council approved a special use permit to allow a church in a single-family zoning district and the use of stucco on the building. Council approved the final plat in May of 1988 and a replat in 1993. TRANSPORTATION: Sandy Lake Road is a two-lane asphalt road within a variable- width right-of-way, shown on the thoroughfare plan as a C4D four-lane divided collector street to be built within a 110'-wide right-of-way. Samuel Boulevard is a C2U, a two-lane undivided collector street within a 60'-wide right-of-way. Item # 6 SURROUNDING LAND USE & ZONING: North - South - East - West - Meadows Section 6, Phase I residential subdivision; PD-105 SF-9 (Planned Development, Single Family-9) zoning; Northlake Woodlands East, Phase II residential subdivision; PD-91 SF-7 (Planned Development, Single Family-7) zoning; Meadows Section I, residential subdivision; SF-9 (Single Family-9) zoning; Coppell Church of Christ and Sandy Lake Animal Hospital; C (Commercial) zoning. COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for mixed use developments. DISCUSSION: The purpose of the zoning reclassification from "C" Commericial to "SF- 9" Single-Family Residential is to qualify additional land for special use permit for stucco exterior treatment. The proposed use of stucco is compatible with existing buildings on the property. Staff has reviewed the proposed site layout and landscaping plans relative to height, setback, parking and screening, and found them to be in compliance with City zoning requirements. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval. ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
