AT&T Wireless 5501 LBJ Freeway Suite 200, MS 125 Dallas, TX. 75240 (817) 271-0022 Fax: (972) 778-5660 HISTORY: TRANSPORTATION: The original SUP was granted in March of 1997 and allowed construction of the existing tower to accommodate the wireless antenna currently in place. Beltline Road is a P6D street on the thoroughfare plan and is currently a two-lane asphalt road contained within a 120 foot right of way SURROUNDING LAND USE & ZONING: North-single-family residences; PD 104 (SF-9) South -vacant; City of Dallas East - vacant; LI Light Industrial West -industrial users; LI Light Industrial COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for light industrial uses. Item # 5 DISCUSSION: This is a request to add an additional 20 feet to the height of an existing wireless AT&T antenna, and change the configuration as well as the equipment placed upon it. There were issues raised by the neighborhood immediately to the north of this antenna when the original request was heard in 1997. Citizens expressed concern over the height and had questions regarding the activities on-site. The applicant addressed those issues to the satisfaction of the community and the current 75-foot high tower was constructed. Included in your packet of information is a photo of the existing 75 foot tower, and a computer enhanced version if the extra 20 feet is added, as well as the antennas which will be placed upon it. Depending upon opposition raised by this application, an additional 20 feet of height may or may not be appropriate. Today the antenna can only be seen along the eastern alleyway that connects to Penuel Drive. An additional 20 feet of height will, however, make the antenna more visible to residents of Creekview Estates. Provided the neighborhood is satisfied that the additional height will not negatively affect the livability of the area, and the applicant addresses any other issues that might be of concern to the neighbors, this proposal could be acceptable. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: StaWs major concern with this application is the possible negative affect it might have on the neighborhood to the north (Creekview Estates). We focus our concern on the additional 20 feet of height proposed and what influence it will have on Creekview Estates. If the applicant can show that the additional height will have no affect on the neighbors (read: they're not bothered by the size) then staWs primary worry will have been addressed and we could support the application. ALTERNATIVES: 1) Recommend approval of the request. 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date. ATTACHMENTS: 1) 2) 3) 4) 5) Purpose Statement Tower Elevations: Before and After Photo of Existing Tower Photo of Computer Enhanced Additional 20 Feet Inventory of Existing AT&T Towers in Coppell Item # 5 August 10, 1999 PURPOSE STATEMENT Section 32A of the Zoning Ordinance of the City of Coppell begins with a Purpose Statement to establish general guidelines for the siting of wireless communication towers and antennas. AT&T Wireless Services, as applicant has designed this request to meet these statements of purpose. We have provided the following statements in defense of the goal of meeting those guidelines. Purpose Statement 1: Protect residential areas and land uses from potential adverse impacts of towers and antennas... Thc subject site is located within industrial zoning behind an exist'.mg commercial enterprise. Between thc existing tower and the nearest adjacent residential district is an existing large warehouse structure. Purpose Statement 2: Encourage the location of towers in non-residential areas... Thc proposal is to extend an existing wireless site by 20-feet in order to allow a third carrier atop the site which will eliminate the need for a request for a new tower in the area. Purpose Statement 3: Minimize the total number of towers throughout the community... This request honors this purpose by not adding to the total inventory of towers within the community. This site is requested to be increased in height to accommodate a new site to be proposed soon on City of Coppell civic structures. Due to their proposed height, it is necessary to increase the height of this site to adequately serve the residents of Coppell. Purpose Statement 4: Strongly encourage the joint use of new and existing tower site as a primary option rather than construction of additional single-use towers... This request honors this purpose statement as well. This will be a joint use tower being used for three carriers with thc option of adding a fourth. Purpose Statement 5: Encourage users of towers and antennas to locate them, to the extent possible, in areas where the adverse impact on the community is minimal... By extending an existing tower 20-feet we will eliminate the need for a new tower in the area. The site is located within an existing industrial zoning district with industrial land uses located between the existing pole and the residential areas to the north. Purpose Statement 6: Encourage users of towers and antennas to configure them in a way that minimizes the adverse visual impact of the towers and antennas through careful design, siting, landscape screening, and innovative camouflaging techniques... We propose the use of low-profile antennas on the pole to replace the existing AT&T antennas which will provide what we believe is a better looking site overall. : Purpose Statement 7: Enhance the ability of the providers of telecommunications services to provide such services to the community quickly, effectively, and eff'tciently... By collocating, we are reducing the cost and construction time allowing us the opportunity to better serve our customers and your citizens with enhanced wireless communications services while preserving the landscape visually. Purpose Statement 8: Consider the public health and safety of communication towers... This site, while an existing tower, has proven strength and reliability. Also the technology to allow the collocation has proven reliability in Coppell and throughout the Metroplex. The added antennas will be of a sleeve mount design located within a f~v inches of the central structure. Comment: If applicant does not meet the separation distances both the Planning & Zoning Commission may waive the or reduce the burden of the applicant of one or more of the criteria if they conclude that the goals of Section 32A are being served. That burden of proof will be on the applicant. Response: AT&T Wireless Services owns and operates the existing tower. Section 32B3 establishes criteria whereby antennas should be located on existing structures. In the coverage target area there are existing radio towers. By collocating on an existing tower, by raising it we are meeting the spirit of the telecommunications ordinances of the City of Coppeil.
