PURPOSE STATEMENT
Section 32A of the Zoning Ordinance of the City of Coppell begins with a Purpose Statement to establish
general guidelines for the siting of wireless communication towers and antennas. AT&T Wireless
Services, as applicant has designed this request to meet these statements of purpose. We have provided the
following statements in defense of the goal of meeting those guidelines.
Purpose Statement 1:
Protect residential areas and land uses from potential adverse impacts of towers and antennas...
The subject site is located within industrial zoning behind an existing commercial enterprise. Between the
existing tower and the nearest adjacent residential district is an existing large warehouse structure.
Purpose Statement 2:
Encourage the location of towers in non-residential areas...
The proposal is to extend an existing wireless site by 20-feet in order to allow a third carrier atop the site
which will eliminate the need for a request for a new tower in the area.
Purpose Statement 3:
Minimize the total number of towers throughout the community...
This request honors this purpose by not adding to the total inventory of towers within the community. This
site is requested to be increased in height to accommodate a new site to be proposed soon on City of
Coppell civic structures. Due to their proposed height, it is necessary to increase the height of this site to
adequately serve the residents of Coppell.
Purpose Statement 4:
Strongly encourage the joint use of new and existing tower site as a primary option rather than
construction of additional single-use towers...
This request honors this purpose statement as well. This will be a joint use tower being used for three
carriers with the option of adding a fourth.
Purpose Statement 5:
Encourage users of towers and antennas to locate them, to the extent possible, in areas where the adverse
impact on the community is minimal...
By extending an existing tower 20-feet we will eliminate the need for a new tower in the area. The site is
located within an existing industrial zoning district with industrial land uses located between the existing
pole and the residential areas to the north.
Purpose Statement 6:
Encourage users of towers and antennas to configure them in a way that minimizes the adverse visual
impact of the towers and antennas through careful design, siting, landscape screening, and innovative
camouflaging techniques...
We propose the use of low-profile antennas on the pole to replace the existing AT&T antennas which will
provide what we believe is a better looking site overall.
Purpose Statement 7:
Enhance the ability of the providers of telecommunications services to provide such services to the
community quickly, effectively, and e~ciently...
By collocating, we are reducing the cost and construction time allowing us the opportunity to better serve
our customers and your citizens with enhanced wireless communications services while preserving the
landscape visually.
Purpose Statement 8:
Consider the public health and safety of communication towers...
This site, while an existing tower, has proven strength and reliability. Also the technology to allow the
collocation has proven reliability in Coppell and throughout the Metroplex. The added antennas will be of
a sleeve mount design located within a few inches of the central structure.
Comment:
If applicant does not meet the separation distances both the Planning & Zoning Commission may waive the
or reduce the burden of the applicant of one or more of the criteria if they conclude that the goals of Section
32A are being served. That burden of proof will be on the applicant.
Response:
AT&T Wireless Services owns and operates the existing tower. Section 32B3 establishes criteria whereby
antennas should be located on existing structures. In the coverage target area there are existing radio
towers. By collocating on an existing tower, by raising it we are meeting the spirit of the
telecommunications ordinances of the City of Coppell.
