HISTORY:
The existing and proposed uses of the buildings are conforming
uses. The former Sunday school building is dimensionally non-
conforming, because the rear yard and east side yard do not meet
current "R" District requirements. The parking area on the east
side of the property is non-conforming, since it is crashed stone
rather than concrete as currently required. In 1991 and again in
1992, the Board of Adjustmem granted a variance of the
requirement of concrete parking pavement to enable the temporary
placement of crashed stone for additional parking on the west side
of the former church building.

Both Bethel Road and South Coppell Road are shown on the
Thoroughfare Plan as CU2 2-lane undivided collector streets
within 60'-wide rights-of-way. They are currently 2-lane asphalt
roadways.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property suitable for
historic district uses.
DISCUSSION:
Recently City Council authorized owners of property in Old Coppell to
apply for a special use permit for on-site asphalt pavement in lieu of
concrete. Council's purpose was to encourage adaptation of existing
buildings for new uses, as well as to encourage new construction in a style
characteristic of the fu'st half of the 20th century.
This property consists of two historic buildings on approximately 60,000
square feet of land. One building is the Art Annex, formerly a Sunday
school building, served by a crushed stone parking area on the east side
of the site. The applicant is converting the other building, formerly a
church, into executive suites. However, the Board of Adjustment
authorization for the crushed stone parking area on the west side of the
building is no longer valid. Therefore, the applicant has agreed to seek
a special use permit to place asphalt pavement over crushed stoned, using
the existing stone as a base.
In 1992, the Board of Adjustment authorized the temporary crushed stone
parking on the west, which extends to within 2 or 3 feet of the west
property line. Six months later City Council adopted landscaping
regulations which require that parking be no closer to an adjacent property
than 10 feet and that the area between contain screening to a height of 3
feet. Two years ago Council considered a proposal to reduce the width
of these parking buffers from 10 feet to 5 feet, but voted to retain the 10-
foot requirement. Therefore, the applicant's plan shows the asphalt
pavement to be held 10 feet away from the west property line and
placement of a terraced berm in the space between.
The planning staff is very supportive of the adaptation of the building for
office use and the use of on-site asphalt pavement as shown.

RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
The planning staff recommends approval of the Special Use Permit subject
to Engineering and Fire Department Comments and the following
condition:
City Engineer approval of the pavement surface, with the fire lane
portion of the pavement capable of supporting a 40,000 pound
vehicle.

The asphalt paving needs to meet the standards in the Subdivision Ordinance. Provide
6" lime stabilized subgrade, 2" Type B Asphalt and 2" Type D Asphalt or an alternative
design approved by City Engineer.
