Bethel Road. 1.37 acres containing an approximate 3,500 square foot former church building converted to office use and an approximate 4,250 square foot former Sunday school building converted to Art Annex HO-R-S.U.P. (Historic Overlay, Retail, Special Use Permit) Amend the Special Use Permit to address signage and screening of dumpster Owner: Steven R. Chadick for George A. Chadick 3201 Lovers Lane Dallas, TX 75225 (214) 363-1481 HISTORY: TRANSPORTATION: The existing uses of the buildings are conforming uses. The former Sunday school building is dimensionally nonconforming, because the rear yard and east side yard do not meet current "R" District requirements. The parking area on the east side of the property is non-conforming, since it is crushed stone rather than concrete as currently required. In 1991 and again in 1992, the Board of Adjustment granted a v~iance to the concrete parking pavement requirement to enable the temporary placement of crushed stone for additional parking on the west side of the former church building. In 1997, City Council granted a special use permit for on-site asphalt pavement on the west side of the former church building. Both Bethel Road and South Coppell Road are shown on the Thoroughfare Plan as CU2, 2-lane undivided collector streets within 60'-wide rights-of-way. They are currently 2-lane asphalt roadways. Item # 5 SURROUNDING LAND USE & ZONING: North- South - East - West - vacant; HO-C vacant; LI vacant single-family residential structure; HO-R vacant; R COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for historic district uses. DISCUSSION: This property consists of two old buildings on approximately 60,000 square feet of land. They are wooden structures similar to the other existing buildings in Old Town Coppell. Being in the HO-R zoning district, one recognizes that the purpose of the Historic Overlay District is to encourage adaptation of existing buildings for new uses, as well as to encourage new construction in a style characteristic of the first half of the 2ffh century. These two buildings support the adaptive reuse objective of Old Coppell. Regarding the request itself, the applicant wishes to erect a 32 square foot wooden attached sign to the front fasade of the former church building which has been convened to retail/office use. The proposed oval sign reads "Old Coppell Gift Shop". The lettering, exterior border and the plant scroll are painted in dark green, while the interior border and floral scrolls are painted blue gray. The interior field of the sign is white. Staff's only concern with the proposed sign pertains to the use of ornate lettering which is in sharp contrast with the modern typeset used on the Art Annex building's attached sign. Staff would prefer more uniformity with regards to font style used on both attached signs. The second sign is a monument sign. The existing monument runs parallel to Bethel Road and is located 62.5' from the eastern property line. The applicant is requesting to reorient the sign perpendicular to Bethel Road and is proposing a wooden monument sign with redwood identification plaques set in a pavestone border filled with bridgeport aggregate, lit by two exterior spotlights per side. During the Development Review process, staff agreed to allow the applicant to list the major tenant in each of the buildings. The new sign will be located 64' from the eastern property line and 86 feet from the western property line. The zoning ordinance requires monument signs to be placed 75 feet from property lines (other than those fronting the street right-of-way). Strict enforcement would make this sign in violation. However, as the applicant has 150' of frontage and wishes to improve upon a sign alreadey in place, staff can support this basic request. Item # 5 The final request relates to dumpster screening. The applicant is indicating that he will be constructing a concrete pad for a dumpster which will be screened with a 6 foot high wooden fence on 3 sides. Typically, dumpsters are screened with a brick masonry wall. As this site is a historic overlay district, a wooden fence is more in keeping with the wooden main structures. Staff notes that the width of the lumber to be used to construct the wooden screen should match the width of the lumber used on the buildings. The screen should be painted to match the existing structures, and be well maintained. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: The planning staff recommends approval of the special use permit subject to development in conformity with the site plan and sign elevations which include: a) A 32 square foot wooden attached sign on the front facade of the former church building. Staff requests that the font on the sign be modified to a less ornate font style - - more in line with the monument font style. b) A 40 square foot monument sign with redwood identification plaque set in pave stone border filled with bridgeport aggregate and lit by two exterior spotlights per side, with font style matching the attached sign. c) The major tenant in each of the buildings may be listed on the monument sign, but ancillary messages i.e., "home accents, antiques, ceramics, and painting, etc." will not be allowed. d) A 6'-high wooden screening fence may be used to screen the dumpster on 3 sides. The width of the lumber to be used to construct the wooden screen must match the width of the lumber used on the existing buildings. The fence shall be painted to match the color of the existing structures, and will be maintained in conformance with Coppell development standards.
