There is no previous zoning history on this property.
TRANSPORTATION:
State Road is an existing 2-lane asphalt roadway. The
Thoroughfare Plan shows State Road within the alignment for the
connection of Freeport Parkway from its current terminus at Bethel
Road to its newest segment northwest of State Highway 121, at the
entrance to DFW Trade Center. The standards for this future
Freeport Parkway connection are a 120'-wide right-of-way
containing a C4D/6 4-lane divided collector street capable of
expansion to 6 lanes with an on-road bike trail on each side.

COMPREHENSIVE PLAN:
The Comprehensive Plan shows the property suitable for
light industrial/showroom uses west of the mobile home
park and medium-density residential uses north of the
mobile home park.
DISCUSSION:
The 14~-acre site which Alford Media is purchasing, for construction of
its office/warehouse facilities, contains an existing residential structure.
Use of a residential structure for business purposes requires a Special Use
Permit.
The former residence is a substantial building. The applicant proposes to
use it for occasional business meetings, corporate functions, business
guests and the like. It seclusion and its natural surroundings make it
highly suitable for the purpose.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Planning staff recommends approval of the Special Use Permit for use of
the existing residential structure as a business conference center.

1) Recommend approval of the request
2) Recommend disapproval of the request
3) Recommend modification of the request
4) Take under advisement for reconsideration at a later date.

Subject: Request for Special Use Permit
Our property at 296 South State Street has an existing "ranch style" house on it.
The previous owners of the property were adamant about the thirty four year old
custom build house and gazebo being preserved. Our plans call for bdnging the
utilities up to code in the house, freshening up its look and using it as a company
Conference Center and Lodge.
The house is in excellent structural condition. It has over three thousand feet of
floor space, including; six bedrooms, a large "gathering" room, and a large
dining or "conference" room. Along with furnishing the house stylishly, we plan to
accentuate the "western' feel of the house with appropriate art and amenities.
The Conference Center and Lodge, though not our primary place of doing
business, will undoubtably compliment our main building and will perpetuate our
"down-to-earth, family-style" company culture. Uses of the Conference Center
and Lodge, include;
1) meeting space for departments of Alford Media
2) meeting space for clients of Alford Media
3) lodging for out-of-town Alford Media employees
4) lodging for guests of Alford Media
5) meeting space for special groups
When combined with the technology employed by Alford Media, the
Conference Center and Lodge should offer a unique space for:
1) media supported meetings
2) training sessions
3) think tank groups
4) meetings that need to be recorded
5) meetings that need to be held in a secluded environment
We feel the Conference Center and Lodge will be a competitive asset insofar as
what other audio-visual companies have to offer their clientele. It should be a
unique source of pride for both Alford Media and the City of Coppell.
