I have reviewed your memo regarding the above referenced subject, Charles, and wish to clarify
and elaborate on a number of items below.
Regarding Item//3: The building setback line is, as you assumed, thirty feet.
Regarding Item//10: Maximum height in SF-12 is thirty-five feet, not thirty-six.
Regarding Item//14: Maximum square footage for monument sign is thirty-six feet, not forty;
sign may not be "back lit".
Regarding Item//22: Ail required parking must be within three hundred feet of building, not
six hundred feet.
I believe the rest of the content of your memo is correct, although I would like to make a couple
of comments regarding the preliminary site plan you left with us after the meeting of January
28th.
Although I am personally somewhat concerned with the magnitude of this "experimental"
parking lot, landscaping will do a lot to minimize my distress, especially around the perimeter
of the lot. Please pay close attention to the landscaping provisions of the zoning ordinance as
you prepare your site plan for Planning Commission deliberations. It appears that your parking
bay widths need to be at least sixty-two feet wide. Your plan submittal suggests isles of sixty
feet. In addition, the preliminary site plan shows parking along Bethel School and VanBebber
closer than the thirty foot setback required by ordinance. Also remember that a typical parking
space in Coppell measures roughly nine feet by nineteen feet.
Once you've done your landscaping calculations showing interior and perimeter plant material
requirements relative to number of trees, type, height of screening, etc., we will be in a much
better position to give you a detailed analysis of the project. Until we receive that detail,.
hopefully, these comments will give you guidance as you prepare the submittal.
I believe these comments generally outline our planning concerns to date. If you need additional
information or clarification regarding anything I have stated above, please contact me at your

GREG ...... this letter is to confirm the items that were decided for the new
building to added to the First United Methodist Church in your City. It was a
very valuable meeting for the four of us from the Church Design Team, Lynne
Johnson, Bob Rehm, Bill Anderson PE, and me. It was especially nice to be able
to meet with you, Gary Sieb AICP, and Travis Crump. I am not used to such an
amiable meeting and cooperation from City officials. I work in all the Cities in
North Texas and many in nine other states. The meeting was exceptional!
I am including a summary of the notes that I took yesterday. If you find anything
not consistent with our meeting or something that you have second thoughts
about, please let me know. I am send a copy of this letter with enclosure to Gary
Sieb and Travis Crump and ask them to please look the summary over and if
needed, let me know.

This a summary of the meeting at the Office of the Building Official, Greg
Jones, and the Fire Marshal, Travis Crump, the City of Coppell. Also present
was Gary Sieb AICP, Director of Planning and Community Services, City of
Coppell. Representing the Design Team of the First United Methodist
Church, Coppell were, Lynne Johnson, Chair, Trustees; Bob Rehm, Building
Committee; Bill Anderson, Dowdey, Anderson and Associates, Inc., Civil
Engineers for the project; and Charles Harper FAIA, Harper Perkins
Architects, project architect. The following was discussed followed by
decisions.
1) Charles Harper was given a listing of the various codes 'concerning the
building of the addition. The codes in current use are: Building: UBC-
94; plumbing: UBC-91; Mechanical: UMC-94; and Electrical: NEC-93.
2) A long discussion about the timing, etc., of getting the Parking Lot
work started was fi~aled with handing out of a sheet entitled "CITY OF
COPPELL, Submission Deadlines for Planning Commission Docket"
dated 1998 listing all the dates of submission for various reviews. Bill
Anderson will complete the Construction Documents (CDS) for
submission on or before 18 February 1998 for starting construction of
the parking lot across the s~reet wes~ of the present Church building.
3) The height llrn~t for the steeple is to the extreme top and the set back
measurement is from the property line to the center of the steeple
structure. Height Limit in SF-12 is 35 feet on the building set back plus
one foot set back for each foot above 35 feet. II need to find out what
the building_ set back//ne is for the this lot .... I w///assume 30 f~t,
(from Zonin_g Ord. 11-2) until I find out otherwise, co_.ll Gary Siebl
4) No screening will be required around the existing church site but
screening where cars face residential lots must have some screening,
prefer berms and low plants.
5) The entire new building is required to be sprinkled, Code NFPA 13,
latest edition. This is req~ired by City Ordinance and is NOT an option
(in the UBC). A s~and pipe(s) is/are required and the fire department
connections will be adjacent to the existing connections. They must not
be more than 6 feet from a fire lane. The EXISTING BUILDING will
NOT have to have any more sprinkled areas at this time.
6) All fire la.nes must be marked in 4" wide red stripe with 'NO PARIiXNG
FIRE LANE" stenciled in the stripe every 15 feet.
7) The city does not require any fees to made for plan reviews required.
Building Permit will be held for fee payment by the General Contractor
when construction starts.
8) Building is to be Assembly A-2.1 Occupancy.

many decisions. The Church is will have to apply for a Special Use
Permit (SUP) for the SF-12 Zoning of the area. It has not gotten a SUP
yet for work there. City will not refuse to issue SUP but wants plans
etc. for their files. The regular timing etc. must be followed. Suggest
doing this when Parking Lot is submitted so that whole project is ready
when the bidding time comes.
10) The "Front Yard" of FUMC is the street that its address is on, Heartz
Street. If address is changed to Bethel School Road (possible) then the
front yard is Bethel School Road. However the "front yard" runs on
both streets [para. 11-3. I(A)]. [If the steeple is 80 feet tall, it allowed to
be 36' tall at the buil~ti~g set back line (front yard depth) and the steeple
must be set back I foot for each foot of height over 36'. 80' minus 36'
eq~A.ls 44' so center of steeple must be set back 30' plus 44' or 74' from
the property line.]
11) The l~a~-um Lot Coverage is 35% of the total lot area (covered by the
main building). It does not appear this is a problem. Check.
12) Parking requirement is i parking place for each seat in.the Nave/Choir
(31-6.4) plus some added for Church School when both Worship
Services and Church School will be meeting at the same time. While
this is not anticipated at this time, it could happen in the future. The
UBC requires that a seat is 18" of pew length (1002.1.3). The seating
capacity of the Nave and Choir depicted on the Schematic drawings
presented by HPA was derived by dividing the pew length by 24". HPA
had done extensive research into the seating habits in Churches and
have found the average seating is never closer than 26". Ail the
building officials of Coppell agreed with this and the seating of the
Nave/Choir as presented as 1000 in the Nave and 100 in the Choir or
1100 persons is acceptable (figured as 24" per seat). The parking was
figured thus: 1100/3 = 367 spaces required. The schematics show 406
total par]~g spaces on the east and west lots. The 40 extra are for the
Church School parking overage if required (40X3OOsf =12,000sf of
Church School Space). Bill Anderson will proceed with the lot as the
layout presented with the approach moved from in front of the street
on the north.
13) A fire lane will have to be provided on the lot and marked as all fire
lanes (see above). The Lane must be within 150 feet of all spaces and 30
foot turning radii must be maintained. This will cause some minor
rearranging of the parking in the west parking lot to accomodate the
radii.
14) Only one sign is allowed per lot. If a "new" church sign is erected on
the corner of Heartz and Bethel School Road (BSR), the existing sign
will have to be removed. A Monument Sign may have only 40 total
square feet (for lots 2 acres or less) except a base for a planter will be
considered. Height limit of 5' preferred. Two sided, only one side
counted in 40 sf. Sign may be lighted from within or by luminaries on
the ground.

16) Building lighting should not shine onto the neighboring residences,
preferred base lights shining up the walls, close to base. Screen any
that might shine into neighborhood.
17) The parking lot on the west should be lighted to minimum of 1
footcandle average maintained, 2 footcandles initial measurement.
That is not much light. The surrounding streetlights could furnish
most of the lights. The lot will be lighted. One 30' max. Height pole
would be sufficient if lighted with shielded fixtures. Suggest a string
of landscape lighting along the central landscaped walk. Should be
designed with the parking lot.
18) A certified Texas nurseryman is acceptable to design the landscaping.
Lynne Johnson will check on that.
19) A temporary construction sign is allowed, to meet requirements in
Zoning Or~,~_.,~ce~ Section 29 page 93, along with construction trailers
and offices.
20) Paragraph 30-15.1 explains the Special Use Permit procedure. FUMC
does not now have a SUP.
21) The location of the TXI material (Pave-Grow) resulted in an agreement
that the entire west lot would be that material and the "panhandle" on
the north east of the existing church. (Note: the panhandle was not
counted in the re~,ired parking as it will be used as "overflow" parking
only.)
22) Ail other parking lots shall be Concrete (31-2.2)
23) Ail required parking will be within 600 feet of the building.
24) The parking lot has not been platted and must be.
25) Suggested berm around three sides of the west parking lot,
landscaped.
26) Section 36 details the requirements for glare or rather the requirement
for NO glare of lighting.
27) The following Ordinance amending the Building Code was given to
HPA: #s 95711, 95712, 95713, 95714 and 96779. It was determined
that there were NO OTHER Ordinances or amenc]rnents changing the
Building Codes listed above.
