HEARING DATE: May 13, 1997 LOCATION: Approximately 1,320 feet west of Coppell Road; 1,390 feet north of Sandy Lake Road. SIZE OF AREA: .0893 acres; 2,500 square feet of lease area; 1,390.8 square feet of access CURRENT ZONING: LI (Light Industrial) REQUEST: LI-S.U.P. (Light Industrial, Special Use Permit). TRANSPORTATION: Sandy Lake Road is a two-lane asphalt road within a variable width right-of-way, shown on the thoroughfare plan as C4D four- lane divided collector street to be built within a 110'-wide right-of- way. Coppell Road is a 2-lane blacktop road contained within a 60'-wide right-of-way. Item # 4 SURROUNDING LAND USE & ZONING: North vacant; "LI" Light Industrial South - vacant; "LI" Light Industrial East vacant; "LI" Light Industrial West - vacant; "LI" Light Industrial COMPREHENSIVE PLAN: The Comprehensive Plan shows the property suitable for light industrial and showroom uses. DISCUSSION: The location of the proposed monopole does not meet the prescribed setback from future divided thoroughfares as shown on the Thoroughfare Plan. However, if the goals of Section 32A will be served better thereby, the Planning and Zoning and City Council can modify the setback requirement. In this case, Parkway Boulevard and Freeport Parkway may not be constructed on this property for several years. Therefore, if the duration of the special use permit is sufficiently limited, the goal of reducing the prominence of cellular towers can still be met. RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION: Planning staff recommends approval subject to Fire Department comments and the following conditions: 1. Applicant shall replace any landscape material it plants which does not survive. 2. The roadway shall be maintained to support 40,000 pounds. 3. All telecommunication equipment, including the monopole, antennae and buildings, shall be removed from the site before July 1, 20O2. ALTERNATIVES: 1) Recommend approval of the request 2) Recommend disapproval of the request 3) Recommend modification of the request 4) Take under advisement for reconsideration at a later date.
