Problem- Brian Sandleback. owner of, Artisan
is applying for an S.U.P. to conduct his business o
residential structure at 832 Howell Drive. I am askin~
the S.U.P. not be ~ranted due to the followinm~
You may not have been here to know the true story of our
little community. Originally, the commu-~y was on agri-
cultural land and had no zoning. When a proposed highway
and loop were to come through the town, the town zoned the
community with a commercial zoning for the loop was supposed
to ~o through our community. Obviously, the highway and loop
never materialized. Newly built homes were zoned residential,
but the town forgot this community and never re-zoned it with
the proper residential zoning. People over the years have
bought these homes not always knowing or fully understanding
the zoning. Not all sellers and real estate people divulged
that these homes were on commercial land. Some people found
out the hard way, when the first arsen hit this area.
For at least the past seventeen years, people have been fighting
to keep the community clean and safe. Over the years, the
community has been ~ettin~ a slow face-lift. Some of the pride-
less people are now gone from the community and others have
come and have ~e~un to clean up, re-landscape, fix roofs, etc.
Nevertheless, those of us in this community that have wisdom
and foresight are troubled by current events. The problem,
businesses trying to set up in residential structures within
the community and the city's past record of turning its back
on us when we need them the most. Why are some people adamant
about keeping out businesses that are trying to come between
our residential homes?
One reason is devaluation of the existin~ homes. Businesses
out of residential structures among residential homes, d~ not
make a ~ood mix. This is true in any city. There is also an
issue of safety. When homes devaluate along with the environment,
then slum lords rent to whomever will pay their price. We
have a-~ady experienced this problem, once. Burglary and
vandalism not only affected the community but also the surrounding
area until the renters who caused the infliction upon the city
and community, finally left. Slums! Bring in any type of business
between residential homes in this type of area and slums arise,
and they can't be contained.
Picture thisf
A pleasant little community of Irish, Italian, Germans, and
Jewish peoplel living, working, and takinm care of their
community, together. As time g¢~s by and they are financially
better off, they sell their homes. Some could not sell so
easily so they rented out to whomever they could~ If the
price of the house or apartment was too high and people were
desperate to close a deal, the price was lowered and a whole
new set of people moved in. Out of disgust or fear, some
people sold to whom they could~ often at a loss. That pleasant
little neighborhood started devaluating, pride was lost, crime
crept in, and spot zoning of businesses sprang up, However,
the worst part (as if that~ere not enough), was that the sickness
(slum) spread to neighboring areas. It could not be contained.
Many people ran from those areas out'of fear and/or disgust.
Pleasant homes and apartments were now in the middle of the
slums or were casualties of the slum wars(arson). Still, how
did all this start? It started from an area that the city did
not protect. The city had no positive agenda to allow them
to stand together until they were sold out as one clean parcel.
The city turned its back and thought the area would eventuallly
co away. The city took away that togetherness and once lost,
in its place crew a spreading cancer, a slum, out of control.
It is history - fact! Where? Harlem, South Bronx, New York City.
Want a closer look - South Dalllas - look at the once beautiful
estate homes and the businesses that popped up between them
and the crime and slums that spread out.
Sure, you can turn your back against this community as some have
tried in the past and hope it will go away. Yet it has not gcne
away due to people that still have their pride intact! Or,
you can take a stand to help keep Coppeil beautiful throughout the
whole city and keep the slums out. What city would want a slum
area(s)? We do not have to have a slum in our city.
What kind of legacy do you want to leave this city~ one of beauty
or the beginnings of a slum?
Keep the community and the surrounding areas protected until the
time comes that a developer may wish to buy out the whole clean
parcell if that,s your agenda. (A few years ago. a gentleman.
from Miller. one of the bio,est commercial real estate company
around, had said that our city has more commercial land then
they could handle for a yery long time. He continued by saying
that our area was not cost effective for commercial development.
He advised us to seek a zoning change to protect the homes as
a residential area.)
How long are we going to run? The running can stop
here by not granting, Brian Sandleback, an S.U.P,!
