REQUEST FOR ZONING CHANGE
REQUEST FOR VARIANCES
832 HOWELL DRIVE
THE UNDERSIGNED PARTIES IN INTEREST ARE OPPOSED TO THE ZONING
CHANGE AND VARIANCES REQUESTED BY APPLICANT REGARDING THE
PROPERTY AT 832 HOWELL DRIVE COPPELL, TEXAS 75019.
WHEN THE APPLICANT MADE HIS FIRST APPEARANCE BEFORE THE PLANNING
AND ZONING COMMITTEE HE STATED HE WANTED THE HOME/PROPERTY FOR AN
OFFICE/ SECRETARIAL SUPPORT AND PROFESSIONAL PLANNING.
LATER THE APPLICANT ADDED THAT HE DESIRED TO STORE AND OR PARK
HIS WORK RELATED VEHICLES IN ADDITION TO THE ABOVE.
NEXT APPLICANT ADDED THAT HIS WORK CREWS AND SUPERVISORS WOULD
ALSO BE PARKING AT THE SITE DURING THE DAY.
WHAT IS NEXT?7?????????7?????
I CAN TELL YOU. NOW HE HAS PARKED A BOAT AT THE PROPERTY
ADDRESS. IT SEEMS THAT EVERY TIME THIS REQUEST COMES UP THERE
ARE ADDITIONAL NEEDS FOR THE APPLICANT.
DURING THE FIRST AND SECOND SESSIONS WITH P&Z THE STAFF
RECOMMENDED DENIAL. IN FACT AT THE FIRST MEETING THE STAFF
INDICATED THAT THE APPLICANT REQUIRED AT LEAST AN ACRE FOR HIS
'NEEDS.
MIRACULOUSLY AT THE THIRD MEETING THE STAFF REVERSED THEIR
RECOMMENDATION BASED ON APPLICANTS WRITTEN PROPOSALS. THE P&Z
MEMBERS THEN APPROVED THE ZONING CHANGE AND ADVISED APPLICANT TO
SEEK COUNCIL APPROVAL FOR THE VARIANCES.
WE DO NOT OPPOSE A BUSINESS OCCUPYING THE PROPERTY, WHAT WE
OPPOSE IS THE PROJECTED TYPE OF USAGE, STORAGE AND INCREASED
TRAFFIC RELATED TO THE NURSERY AND LANDSCAPING BUSINESS. WE ARE
SURE THAT THE APPLICANT'S PROFESSIONAL TRAINING WILL ENHANCE THE
AREA. BUT AT WHAT COST???
THE P&Z STAFF ALLOWED THE APPLICANT FIVE (5) PARKING SPACES OF
WHICH ONE MUST BE FOR THE HANDICAPPED. APPLICANT DESIRES TO PARK
THE FOLLOWING: ONE TON PICKUP HALF TON PICKUP FOUR AND ONE
HALF TON TRUCK THREE (3) TRAILERS OF UNKNOWN LENGTH. THAT ADDS
TO SIX (6). PLUS OF COURSE THE BOAT CURRENTLY ON THE PROPERTY.
ALREADY APPLICANT IS NOT IN COMPLIANCE WITH THE STAFF PROPOSALS.
NEXT HE WANTS TO ADD HIS PERSONAL VEHICLE, TWO SUPERVISORS
VEHICLES AND THREE EMPLOYEE VEHICLES. I DO NOT KNOW WHERE THE
SECRETARY WILL PARK. APPLICANT STATES THAT THE WORK VEHICLES
WOULD NOT BE THERE WHILE THE OTHER VEHICLES ARE. HOW DOES THE
APPLICANT PROPOSE TO SWAP VEHICLES?????
THE APPLICANT INDICATES THAT MOST OF THE SUPPLIES AND MATERIALS
USED AT EACH JOB SITE IS DELIVERED TO THE JOB SITE AND WOULD NOT
REQUIRE EXCESSIVE STORAGE AT THE PROPERTY. WHAT IS WRONG WITH
THE EMPLOYEES ALSO ARRIVING AT THE JOB SITE RATHER THAN THE
PROPERTY ADDRESS?
IT APPEARS IN THE MORNING, BETWEEN 7:30 A.M. A/CD 8:00 A.M. BY THE
APPLICANT'S STATEMENT, THERE WILL BE ELEVEN OR TWELVE VEHICLES,
TRAILERS ETC PRESENT. THE PROPERTY DOES NOT HAVE THE SPACE
AVAILABLE TO HANDLE THAT NUMBER OF VEHICLES. THEREFORE WE CAN
ONLY ASSUME HOWELL DRIVE OR PRIVATE PROPERTY WILL BE USED. THIS
AT THE SAME TIME AS SOUTHWESTERN IS ALREADY HEAVY WITH SCHOOL
TRAFFIC FOR THE ELEMENTARY SCHOOL, PINKERTON, LOCATED A FEW
HUNDRED FEET TO THE WEST OF 832 HOWELL.
THE ALLEYWAY THE APPLICANT PROPOSES TO USE IS CURRENTLY THE
SAFEST ROUTE FOR ANY ELEMENTARY AGED CHILDREN RESIDING ON BULLOCK
AND ATTENDING PINKERTON ELEMENTARY. WE BELIEVE THAT THE PROPOSED
USAGE CREATES AN UNNECESSARY DANGER IN THE ALLEYWAY AND INCREASES
THE AMOUNT OF TRAFFIC ON SOUTHWESTERN AT AN ALREADY HEAVY USAGE
TIME PERIOD.
THE APPLICANT'S PROJECTED USAGE OF THE PROPERTY IS SIMPLY OUT OF
LINE WITH THE SIZE AND LOCATION OF THE PROPERTY, EVEN MORE SO IF
THE APPLICANT'S BUSINESS SHOULD INCREASE AND REQUIRE ADDITIONkL
EMPLOYEES, VEHICLES OR STORAGE OF MATERIAL /kND SUPPLIES.
