HISTORY: No recent history on the subject tract although a zoning case (The
Hollows at Northlake Woodlands) occurred on a tract immediately
adjacent to this request approximately one year ago.
TRANSPORTATION: Beltline Road is projected to be a P6D, six-lane divided
thoroughfare within 110 feet of r.o.w., south of this site;
MacArthur Blvd. is scheduled to be a P6D also, currently a four-
lane divided roadway with a like r. o. w., east of this parcel.

COMPREHENSIVE PLAN: The Comprehensive Plan shows the property as suitable for
open space, flood plain uses
DISCUSSION: This request would allow an AT and T communications antenna to be
mounted on an existing TU Electric transmission tower in the Riverchase
area. Also, the application calls for an equipment cabinet to be located
at the base of the tower to house some of the more sensitive
communication equipment necessary for proper performance of the
antenna. Although generally supportive of the request, staff does have
some concern with the size of the base building, and it will be incumbent
upon the applicant to explain why a structure of approximately 160
square feet is required. Also, our zoning ordinance calls for anything
over 150 square feet to be masonry construction. This applicant has
suggested a construction material that emulates brick, but is not a brick
product. Staff can not support anything other than a true masonry
building here, with a dark toned brick color being encouraged. The
applicant proposes a brick-like building, not a true brick veneer
structure. A true brick building needs to be built here if the zoning is
granted. In addition, we need an inventory of existing sites this
applicant currently maintains in Coppell. Also, because of the separation
distances required between the antenna and residential uses, a waiver of
the separation distances would need to be granted by the Commission
and Council. Finally, a modification of our paved fire lane requirements
must be addressed (see Fire Department DRC comments) if this use is
allowed at this location, and adequate access to the site must be
provided.
RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
As stated above there are a number of items which have not been properly
addressed by this applicant. As a general rule, staff would recommend against
such an application until all issues had been resolved. However, because of the
relatively minor nature of most of these concerns, and the fact that the antenna
will be placed upon an existing transmission tower (the separation concern is not
overly important), we can proceed with this application. Of greater concern is
what the base building will look like, the material it is constructed of, and an
explanation of its required size. If these questions can be addressed to the
satisfaction of the Commission and Council, and the access problem can be
worked out, then approval would be in order based upon the following
conditions:
1) Planning Commission and Council waive the minimum separation
distance between the antenna and residential uses.
2) A logical explanation of why the building must be so large.
3) A brick veneer building as opposed to the brick-like proposal.
